If you live in Anchorage, your ballot for the city’s election should be arriving in the mail any time. The city sent out the ballots on March 17, and they’re due on Tuesday, April 7, at 8 p.m. Here’s what to know about who, and what, are on the ballot, where to return your ballot and more.

What will be on my ballot?

You’ll get to vote for one assembly seat in your district, and both open Anchorage School Board seats. If there are Service Area Board of Supervisor seats open in your area, that will also be on your ballot.

All ballots will also include Propositions 1, 2, 5, 6, 9 and 10. The remaining ballot propositions only affect parts of the municipality, and may or may not be included on your ballot, depending where you live.

How do I find my district?

If you’re not sure what district you’re in, you can use the municipality’s . Anchorage voting districts changed in 2022.

The 12 ballot propositions ask voters to authorize roughly $155 million in bonds and tax levy propositions for various public projects. Bonds are a form of long-term debt that the city can only incur with voter approval. If approved, the debts would be repaid over time, generally 20 years, with property taxes. Tax levies are collected over a single year.

Individual tax impacts will vary depending on which service areas a property is located in.

About $107 million of those bonds would fall on property taxpayers across the entire municipality to repay.

Another roughly $48 million would fall on specific service areas within the city to repay.

How do I vote?

If you were registered to vote by March 8, your ballot package, which has materials barcoded specifically for you, should have arrived in the mail at the address tied to your voter registration with the state by early next week, according to municipal election coordinator Liz Edwards.

Fill out the ballot card with black or blue ink. Remember to fill out both sides. Put your filled ballot card into the secrecy sleeve, and seal that inside the return envelope. You must use the ballot return envelope that came in the package.

On the outside of the envelope, read and sign the declaration. Your ballot isn’t valid without this signature. A pair of election workers trained in signature verification will eventually check it against your signature on file with the state.

Now your ballot envelope is ready to deliver.

How do I deliver my ballot envelope?

There are three ways. All must be done by 8 p.m. on April 7 for your ballot to be valid.

Can I vote electronically?

Yes. You can vote through a , by email, or by fax. All three methods require preapproval from the clerk's office. Preapproval can take up to a week, so start the process by March 31. You can email or call the municipal voter hotline at 907-243-VOTE (8683).

Can I vote in person?

Yes. While there aren’t any neighborhood polling places, you can take your ballot package to one of the three Anchorage Vote Centers and fill it out in a booth there. Two centers are in Anchorage, at the Loussac Library and City Hall, and the third is in Eagle River. The centers will open weekdays from 9 a.m. to 6 p.m. March 31 through April 7, and from 12 p.m. to 4 p.m. on April 4.

The municipality switched from traditional, in-person elections to primarily vote-by-mail elections in 2018. The Anchorage Assembly made a series of policy decisions leading up to the switch beginning in 2015.

What if I didn’t sign my ballot envelope or my signatures don’t match?

Election officials must send you a letter within a few days letting you know about the problem, and laying out ways to fix it. One way involves mailing back a form. The other is to meet with an election official in person.

What if my ballot is damaged, I lose it or I never get one in the mail?

You can request a replacement ballot by calling the city’s voter hotline at 907-243-VOTE (8683).

Or, you can vote in person at one of the Anchorage Vote Centers. You’ll need identification, like a driver’s license, passport, or even a hunting or fishing license.

Either way, the barcode that ties the original ballot return envelope to you will be invalidated. To dispose of the damaged ballot or if the lost ballot turns up, you should tear it up.

When will we know the election results?

Election workers start scanning ballots a week before election night. Then voting closes at 8 p.m. on April 7, they tabulate the already-scanned ballots – often about half of ballots cast, according to Edwards. Election officials plan to begin publishing partial, unofficial results around 8:30 p.m. that night. Election workers can process up to 10,000 ballots a day.

The Anchorage Assembly must certify the results for them to become official. That vote is scheduled for the Assembly’s regular meeting on April 28.

Clear skies and dangerously chilly temperatures dominate the forecast

Anchorage, Alaska — Alaska is holding onto an historic cold snap that has brought dangerously frigid temperatures across the state. While blue sky and sunshine are expected to continue, the bitter cold shows no signs of letting up anytime soon.

Temperatures are starting well below zero and will struggle to reach the mid-teens by afternoon the rest of the week. Anchorage will drop to 2 below overnight, while Palmer dips to 12 below. The Interior is seeing even more extreme conditions, with Fairbanks plunging to 41 below and McGrath hitting 36 below.

The cold extends across the entire state — from the Alaska Peninsula and Southeast to the North Slope and West Coast, all seeing subzero temperatures.

This isn’t just winter cold — it’s exceptionally cold even for Alaska. The number of days at 40 below and colder in Fairbanks is something the state hasn’t experienced since the winter of 1970-1971. If you’re 55 years old or younger, you’ve never seen a start to March quite like this.

Southcentral & Anchorage: Mostly sunny and dry with highs in the mid-teens. Breezy winds continue in Seward, Whittier, and Valdez. Temperatures well below zero tonight in Kenai and Soldotna, with mid-teens expected Thursday.

Interior: Subzero temperatures continue with highs in the mid-teens. Glen Allen will see lows around 25 below. Mostly sunny conditions prevail.

Southeast: Sunshine returning to Juneau and northern regions. Mostly clear skies across Southeast with just a bit more cloud cover in Sitka and Ketchikan. More sun breaks Thursday than the past several days combined. Highs in the teens tonight in Juneau, with 24 degrees Thursday.

Relief is on the way. Temperatures will slowly start climbing back into the 20s by the weekend, and highs are expected to hold around 20 degrees through at least the first half of next week. A little more cloud cover is possible Sunday and Monday as a weak disturbance tries to move through, but no significant weather is expected.

On a pit stop through Anchorage on his way to an energy conference in Tokyo, Interior Secretary Doug Burgum said he and others would be working to sign deals with Asian entities to advance the Alaska LNG megaproject.

In a brief meeting with reporters at the Ted Stevens Anchorage International Airport on Thursday, Burgum also said the U.S. is considering taking a stake in the controversial 211-mile Ambler Road to a mineral-rich area in Northwest Alaska.

Gov. Mike Dunleavy, standing alongside the secretary, said he’d soon be following up on plans to introduce a bill to support the Alaska LNG project. He said the bill will involve Payment in Lieu of Taxes, or a PILT. Such a plan had been proposed for an earlier version of the project, in which the project would have made payments as a substitute for property taxes that are important to municipalities and the state.

Long estimated to cost $44 billion, though skeptics say it will be much more, Alaska LNG calls for pipeline deliveries of natural gas 800 miles from the North Slope to Southcentral Alaska. It would also deliver tankers of liquefied natural gas, or LNG, to Asian countries.

The state has pursued such a project for generations. Many say this one is further along than its predecessors.

But major questions remain, including who will pay for it.

Glenfarne, the developer, has said it plans to soon start early work on the project, with pipe laying to start by the end of this year. Still, no final investment decision has been made giving the project the green light.

Burgum said that he and others would seek potential Alaska LNG investment deals and gas buyers during his trip to the energy conference, the Indo-Pacific Energy Security Ministerial and Business Forum on March 14-15.

He said the delegation includes officials from the U.S. Trade Administration, the U.S. Export–Import Bank, the Department of Energy and the National Security Council.

The conference is being held by the Trump administration’s National Energy Dominance Council and Japan’s Ministry of Economy, Trade and Industry.

Burgum said part of the goal is improving energy supply chains, an increasingly urgent question after the U.S. war against Iran has hurt global oil and LNG supply by cutting off shipments through the Strait of Hormuz.

The delegation also plans to highlight the president’s “energy dominance agenda,” which is focused on affordable energy for Americans, he said.

“But it also means that we have enough energy to be able to sell to our friends and allies, so they don’t have to buy from our adversaries or be threatened by our adversaries in terms of their supply chains,” Burgum said. “So that policy is more important than ever.”

Burgum said the Trump administration is looking for investment and gas-buying deals for the Alaska LNG project, including as part of South Korea’s planned $350 billion investment into the U.S. and Japan’s $550 billion planned investment in the U.S.

“We’re in discussions with both of those about how they might play (a role) as off-takers and investors in this,” he said, referring to gas offtake purchases.

“So those things are ongoing with the federal government, through Export-Import Bank, through the (Energy Department) energy dominance loan fund, through bringing together U.S. companies,” he said.

Part of the goal will be making deals with entities that want to buy large amounts of gas from the Alaska LNG project, he said.

Glenfarne has already signed multiple preliminary agreements with potential gas buyers to acquire about two-thirds of the project’s output, once gas starts flowing as early as 2031.

Though the agreements are not binding, they could lead to final deals. The parties include TotalEnergies, a major LNG company, Tokyo Gas and JERA, Japan’s largest power generator.

Burgum said the delegation hopes to sign enough contracts so that a total of 80% of Alaska LNG’s annual output is sought for purchase, a goal previously proposed by Glenfarne.

“We’re going to be talking to people this week about more offtake agreements on the pipeline,” Burgum said.

“So it’s real,” he said of the project. “It’s moving ahead, and I’d say it’s needed more than ever right now in the world because of what we’re seeing.”

Shipments from Alaska would provide reliable deliveries of gas with secure shipping routes to Asian countries, he said.

“You know that should be a premium that any country in the world will consider,” he said.

Burgum also said the federal government is looking at playing a major role to support development of the Ambler Road, which would travel 211 miles from the Dalton Highway to a Northwest Alaska mineral district.

“The U.S. is actively considering whether to participate in financing or maybe even be one of the equity partners in that road itself,” he said.

Dunleavy also told reporters that he planned to support the Alaska LNG project by soon introducing a bill involving Payment in Lieu of Taxes.

“It’s going to enable discussions with municipalities on a plan in lieu of taxes,” he said.

Project owners a decade ago had planned a Payment in Lieu of Taxes, or PILT, for $15.7 billion, during an earlier version of the Alaska LNG project. That version of the project involved Alaska’s major oil producers, which eventually backed out of the project.

The money would have been substituted for property tax payments and been paid over the life of the project to municipalities and the state, following an $800 million payment to cover community impacts during construction, according to news accounts at the time.

A Payment in Lieu of Taxes can reduce up-front costs for a project and provide financial certainty for investors who want to understand long-term expenses, while still providing benefits to municipalities and states.

Dunleavy said that his administration has been communicating with municipalities on the issue.

“The last couple weeks we’ve been working with municipalities, getting their input as to what this should look like before you put the bill out,” he said.

“So look forward to probably next week on that PILT bill so that we can look at the economics of this line, and also ways to ensure that municipalities benefit from this directly,” he said. “The ancillary benefits are going to be enormous.”

Dunleavy had previously said in December that he planned to introduce a bill that would reduce the state’s oil and gas property taxes by 90% to assist the development of Alaska LNG.

“You’ll see the bill when it comes out here next week,” Dunleavy said.

Burgum also indicated he or other top U.S. officials may be returning to Alaska soon, but did not say specifically what issues would be addressed.

“We do have a big trip coming up in May, when we got a whole team of people coming back up again here to Alaska,” he said.

A new program in Anchorage aims to make it easier for people to build new housing on their property. This week, the municipality launched the first of several preapproved designs for tiny homes and other accessory dwelling units. The designs will be available to residents for free.

Clare Ross, with the assembly's legislative services office, said the program is part of a larger push to address the city’s housing shortage.

“I just want young people to be able to stay in Anchorage and live here,” she said. “That means we have to have a variety of houses. We need more apartment buildings. We need more single family homes, and we need more ADUs.”

The municipality worked with architects to design homes specifically for Anchorage’s climate and landscape. The city’s is an 800-square-foot, open-concept ADU over a two-car garage. Ross said a smaller design will be available in the coming weeks, followed this summer by what she said will be the most economical design.

Three years ago the Anchorage Assembly to make it much easier to build ADUs in the municipality. Data shows permits for ADUs have gone up noticeably since then, but Ross said numbers are still nowhere near .

“For the most part, you can build them anywhere now,” she said. “So there's all this interest, but it's still really complicated, and so we wanted to just remove a couple barriers to make it even easier.”

The plans themselves are free, and they’re designed to be simple and less expensive to build. The cost of building in Anchorage is a major barrier, Ross said.

“That's one of the things we can't really control,” she said. “Why the muni wanted to do this preapproved plan is: ‘What are the costs that the muni can control, that we can lower and make easier for people?’ Because interest rates and building costs, we can't touch those.”

Ross said she hopes to have estimates for material costs by summer, so people will know what they’re getting into.

Anyone who lives in the municipality qualifies to use the designs, Ross said, although some places may need to amend structures slightly for things like snow load or flood plains.

Ross said the municipality plans to work closely with the first people who use the program, using feedback to adapt it to residents' needs. If the program is popular, they’ll likely add more design options.
