AUGUSTA, Ga. (WRDW/WAGT) - Augusta leaders on Tuesday urged Georgia lawmakers to let the city consider changing to a county administrator form of government.
The Augusta Commission passed a resolution at a special meeting urging the Georgia General Assembly to adopt local legislation that allows the change.
Action by lawmakers could allow the matter to go onto the November ballot for voters to consider.
Under a county manager form of government, a professional manager would oversee day-to-day operations while elected officials focus on policy.
The resolution was passed after months of meetings by a committee looking at proposed changes to the city charter.
Tuesday’s commission meeting opened with concerns from several community members and a charter review committee member about moving forward with a resolution before the committee finishes its work.
One argued the commission is rushing the process, pointing out the city has spent more than $300,000 on consultants and nearly a year on the charter review – questioning why commissioners would try to advance a change before the final report is complete.
Augusta Commission member Brandon Garrett said the resolution does not change the charter immediately, but instead asks lawmakers for permission to place the issue on the ballot so Richmond County voters can decide in November.
He said the timing is tied to the state legislative session.
Multiple speakers from the community said the move for this resolution undermines the charter review process and raises concerns about transparency, trust and unanswered questions about how a county manager system would actually work.
A newer resolution was handed out before Tuesday’s meeting.
The updated resolution still pushes for a county manager form of government, but also adds a chief financial officer, an internal auditor and mandatory charter reviews every seven years, expanding the scope of the proposed government overhaul.
However, the commission approved the original resolution, not the updated one − although the updated version took up a lot of discussion time at the meeting.
Interim General Counsel James T. Plunkett said the commission can legally move forward with the resolution without interfering with the committee, although he acknowledged it could make some volunteers feel their work was minimized.
Some commissioners also raised concerns about sending a proposal to lawmakers before key details are finalized, including how a county manager would be selected and how new positions like a chief financial officer or internal auditor would be funded.
Some commissioners also questioned what role the charter review committee would have left if the commission pushes the resolution forward now.
Commissioner Francine Scott introduced a substitute motion to treat the resolution as information only – but that motion failed.

The project would be built at 927 Molly Pond Rd., a former fertilizer and agribusiness site at the tip of the city's Bethlehem neighborhood.
It would include a "truck maintenance facility and solid waste collections dispatch office," according to paperwork filed Wednesday with the Georgia Department of Community Affairs. "Approximately 500 tons of solid waste per day or more will be unloaded from collection vehicles inside the transfer station for loading into semi-trailers to haul waste more efficiently to solid waste handling facilities."
Richmond County submitted a "Development of Regional Impact," or DRI, statement to the Georgia DCA. Georgia classifies DRIs as "large-scale developments that are likely to have regional effects beyond the local government jurisdiction in which they are located," according to the DCA.
Local governments eyeing large development opportunities are obligated to submit DRI information for state review under the Georgia Planning Act of 1989.
The listed developer is Atlantic Waste Services Inc. of Pooler. The filing detailed a 20,000-square-foot transfer station, and 3,500 square feet of offices and a machine shop.
The project's value at full build-out in 2028 is estimated at $2 million, and would generate $25,000 a year in property tax revenue and up to $40,000 in a one-time sales tax for truck and equipment purchases.

The cuts removed $594,000 from Augusta Transit’s budget, forcing the system to reduce service from three buses per route to just one bus per route. The changes have stretched wait times to an hour and 20 minutes.
Alonza McGuire, who rides the bus daily, said he now has to plan his commute differently.
“I was leaving every 45 minutes, and now I have to get there an hour, hour and a half early,” McGuire said.
The reduced service has created unpredictable schedules for riders who depend on public transportation.
“They might come on time, they may not. So that means if they say an hour, the bus could be an hour and 30 minutes behind schedule,” McGuire said.
The scheduling issues forced James McNair to cut short an interview because he couldn’t risk missing his transfer.
“It can be better if they put more time in it,” McNair said before rushing to catch his bus. “I gotta go my bus is right there.”
McGuire said the changes create challenges for riders who cannot afford alternative transportation.
“Really, they should have left the buses like it was. Because now you’re causing people not to get to work on time, they gotta get up extra early to go. Extra early to come back home. If not they end up walking,” he said.
“A lot of people don’t got money to not walk and take a lyft. A lot of them don’t have money to take a uber. Or a taxi cab,” McGuire said.
The budget cuts decided in December took effect at the beginning of the year. There is no timeline for re-evaluating the funding cuts.
