NORTH CHARLESTON, S.C. (WCSC) - Around South Carolina, military bases that are no longer in use are being transformed into new projects for the whole community.
Those developments are getting a new tool to help that happen while creating more affordable places to live in some of South Carolina’s fastest-growing areas.
“This tax increment funding that our legislature has made available is opening a lot of doors,” Gov. Henry McMaster said Thursday.
McMaster joined state lawmakers and local leaders to mark the implementation of a new state law, gathering inside what used to be a storehouse aboard the former Charleston Naval Base in North Charleston. The military base was once South Carolina’s largest civilian employer, but since its closure in 1996, there has been work to give the area new life.
The former base site is part of a tax increment financing, or TIF, district, which local governments use to invest in infrastructure improvements in run-down or abandoned areas. Then they pay it off from increased property tax revenues that result from that redevelopment.
“The revenue that’s generated from taxes can be reinvested right in the same community, accelerate the expansion, accelerate the development, and help them achieve some of the long-term goals a little faster,” Sen. Sean Bennett, R – Dorchester, said.
This new law now allows the tax revenues in TIFs at old military base sites to be used to build affordable housing.
“This law sets the redevelopment of a former Navy base on a new path, one that strengthens our connection to the military, supports new infrastructure, and creates opportunities that will benefit families, businesses, and communities across South Carolina,” North Charleston Mayor Reggie Burgess said.
The change, which has been in effect since July 1, applies to the three former military base TIFs in South Carolina, two of which are in some of the state’s fastest-growing areas, at the Charleston Naval Base Complex and the former Myrtle Beach Air Force Base, along with the Savannah River Site Redevelopment Authority.
But state leaders said this change will also help South Carolina more broadly.
“Anytime the Charleston area grows, it generates more revenue, ultimately more tax revenue, growth, that’s always going to help the other communities. Hopefully spread out some concentration of tourism and housing and those sorts of things,” Bennett said.
The new law also allows defense operations that are still located at the former naval base site to be moved to a different, secure location in the Lowcountry.

The Charleston Music Hall, originally built in 1849–50 as The Tower Depot by architect Edward C. Jones, was a striking Gothic Revival passenger station designed to make arriving by train a dramatic experience. Part of a larger railroad complex called the Camden Depot, the building featured Medieval-inspired architecture with turrets, lancet windows, and simulated arrow slots. After a brief stint as a depot, it was acquired by the Charleston Bagging Manufacturing Company in 1878 and repurposed for industrial use until the 1930s, later falling into disrepair. Following decades of vacancy, it was revitalized in 1995 into a premier arts venue, now hosting acclaimed performers and continuing its mission to deliver exceptional musical and theatrical experiences in a setting rich with history.

Since 1845, the Bennett Rice Mill façade has stood at what is now enter of the SC Ports Authority Union Pier terminal.
Having assumed ownership of the mill in 1958, SC Ports restored the structure over the past year in a $1.6 million project, according to a news release. Prior to the restoration, the landmark had partial rehabilitation projects in the 1990s and 2010s to avoid complete deterioration.
“We thank Historic Charleston Foundation, The Preservation Society of Charleston, and local leaders for engaging with SC Ports on this effort,” Micah Mallace, SC Ports president and CEO, said in the release. “The Rice Mill Façade is a significant piece of Charleston’s architectural history, and the full restoration ensures it will become a beacon for the future redevelopment of this incredible waterfront property. The Port aims to be a good steward of the communities we work in, and this project is an example of how working collaboratively with our local partners yields benefits for all to enjoy.”
The restoration began in 2024 when the SC Ports’ board of directors awarded a contract to Landmark Preservation, a historic preservation consulting firm, to ensure the structural integrity, according to the release.
The work done included inventory of historic bricks, partial reconstruction, enhancement of existing steel shoring structure, and the repair of missing masonry and timber, according to the release. The work done was to maintain the structural integrity and appearance.
“This generous commitment to protecting the imposing mill façade by SC Ports represents an important first step in the revitalization of Union Pier,” Winslow Hastie, president and CEO of Historic Charleston Foundation, said in the release. “As a rare surviving remnant of this part of Charleston’s working waterfront, the Bennett Rice Mill provides an opportunity to tell an important, and often forgotten, story about the city as a global trading center.”
In 2023, GEL Engineering performed an assessment of the landmark to direct the restoration process. According to the release, the team worked with Landmark during construction.
“We are proud partners with SC Ports in giving this remarkable piece of architecture a new lease on life and re-establishing its connection to our city,” Brian Turner, president and CEO of the Preservation Society of Charleston, said in the release.
When originally constructed, the Bennett Rice Mill façade was owned by Governor Thomas Bennett, a wealthy plantation owner. Rice was a major industry in South Carolina at the time, and the structure was the smallest of three mills in the state, according to the SC Ports website.
Overtime, the building was owned by Planters Peanut and Chocolate Co. and Seaboard Air Line Railroad Co. before SC Ports acquired it.

The request is for partial demolition of the structure, which is for sale and under contract, includes the walls, roof, shelters, fences and parking lot, according to a public hearing notice posted in front of the property.
Fuel is housed in a former gasoline station and grocery store that was later converted into a salvage shop, seafood market and then a restaurant in the 2000s by previous owner Patrick Price.
Fuel opened in 2008 amid a revitalization of the neighborhood, where it serves up Caribbean cuisine and pays homage to its roots with a vintage aesthetic.
The property beneath it, at the southeast corner of Cannon Street, was snatched up for $1.8 million by J3 Holdings LLC in October 2017. The company is owned by Joshua Broome, a local real estate agent, and brother Justin Broome, the owner and chef of Fuel Cantina.
Will Sherrod with NAI Charleston, who is involved in the deal, said the plan is “more of a relocation of the existing building closer to the corner and then adding some structures behind it.”
“So it’s not just a demo of the building,” he said. The potential buyer’s “current plan is to incorporate a lot of the existing building based on historic request.”
But nothing is done until it goes before the BAR.
Ahead of Thursday’s meeting, 231 public comments were submitted to the BAR about the request.
The Historic Charleston Foundation this week emailed an "advocacy alert," asking for support in opposing the demolition.
The preservation group is opposed to the application being that mid-century gas stations are a part of the city's current historic character. For decades, the nonprofit has used its revolving fund to "save" such structures, including the purchases of 108 Meeting St. in 1985 and 80 Ashley Ave. in 2023.
"The preservation of Fuel Cantina as an adaptive reuse restaurant in its original site is consistent with Charleston’s approach to retrofitting many other former fuel/service stations," Historic Charleston aid in its email.
The precise location of the building is also part of what defines historic character, the organization noted.
"The large setback on a corner lot is a distinct feature of the building/site’s integrity and altering it would be against the guidelines for its rehabilitation," Historic Charleston added.
