Clovis looks to rezone properties as court orders 1300 new housing units

CLOVIS, Calif. (KFSN) -- Nearly 1,300 new high-density housing units could soon come to Clovis following a lawsuit that forced the city to find space."There is a benefit to this," Planning and Development Services Director Renee Mathis told Action News. CLOVIS, Calif. (KFSN) -- Nearly 1,300 new high-density housing units could soon come to Clovis following a lawsuit that forced the city to find space.

"There is a benefit to this," Planning and Development Services Director Renee Mathis told Action News. "Because of this infill rezone program, the city is able to accommodate additional housing to really address our housing crisis needs."

Mathis described the 20 plots officials want to rezone.

"They are spread, pretty much, throughout the entire city of Clovis," she said.

The rezoning could drastically change existing neighborhoods, bringing in a lot more people.

"At this point in time, the city is not in receipt of any proposals to actually construct or develop any higher-density residential units," Mathis said. "That will depend on future development."

Some residents are already raising concerns online. One person said she is worried about her home value and the class size at local schools.

"The city has received comments from neighbors around each of these sites with concerns about the density," Mathis said.

City staff will hear from community members during public meetings, but they are primarily informational.

"What if residents tell you they're not happy with these? Is there any wiggle room on these 20 proposed sites?" Action News asked.

"At this point, the city, in collaboration with the opposing counsel, has identified these sites based on criteria, and as a result of that judgment, the city's hands are tied," Mathis said.

It will still be months until the rezoning takes effect. After the informational sessions, the planning commission has to weigh in, and then the City Council must give its approval.

Officials tell Action News it could all be final by mid-2026.

It’s a lot, but not nearly as bad as last year, when at least 37 closed.

More chains appeared to hit hard times this year with KFC, Popeyes, Arby’s and more cutting back on locations in Fresno.

But it’s the locally owned ones that many Fresnans will likely miss the most. We lost some favorites this year: Javier’s, Maria’s Tacos, George’s Shish Kebob and Noodle Q.

Restaurants closed for all sorts of reasons. Three fast food restaurants, for example, closed to make way for projects involving railroad tracks and highway off ramps.

But many closed due to a combination of hard times: Customers cutting back on spending, leases expiring, inflation, rising minimum wage, rent and energy costs.

It’s not all bad news, of course. Fresno and Clovis welcomed 35 new restaurants in 2025. And many restaurants have already been replaced with new ones.

Bulldoc Korean Fusion at Campus Pointe has been closed for months. Its liquor license expired at the end of November.

The Craft House in Clovis closed earlier this month after moving down Pollasky Avenue from its original location into the newly remodeled The Third Place Global Eatery building.

Com Pho Bamboo at First Street and Nees Avenue closed and has already been replaced with Rice Barn Thai Bistro.

Five Guys Burgers and Fries closed its location at the Marketplace at El Paseo, where it has been since 2016.

George’s Shish Kebob in the downtown Fresno Galleria closed after decades in business. (The unrelated George’s Bar & Grill at Blackstone and Herndon avenues is still open.)

Helen’s Gourmet Chinese Food at Fresno Street and Alluvial Avenue closed Oct. 31, but is being turned into something new — a handmade soup dumpling spot called Dumpling U!

Javier’s Mexican Restaurant, a Fresno favorite, closed last summer after the founder’s death and almost 50 years in business on Kings Canyon Road.

KFC has closed several restaurants in town, including the first-of-its-kind on the West Coast “next-gen” smaller concept focused on mobile orders at Herndon and Spruce avenues.

KuniSama, the Japanese restaurant at Herndon and Willow avenues, closed quietly over the summer after more than 10 years.

Lime N Basil and its boba shop TeaZona closed their businesses at Bullard and West avenues in April. They were replaced with Okome, a fast-casual sushi restaurant, and a matcha and coffee shop.

Let’s Roll, the rolled ice cream business on Olive Avenue, closed its storefront, but continues to operate as a mobile business.

Neighbors Old Town Clovis closed in June, but was quickly taken over by a second location of The Lincoln Pub & Grub, known for its $5 drinks and food. Neighbors Tap & Cook House at Fowler and Nees avenues remains open.

Noodle Q Home Style Fresh Noodles closed its popular Asian restaurant at Ashlan Avenue and Fresno Street indefinitely, but says it is holding out hope of reopening.

Pieology Pizzeria at Campus Pointe closed without warning in the fall.

Popeyes at First Street and McKinley Avenue closed permanently, but locally owned taco shop El Premio Mayor has already opened in the building.

Popolo’s Pizza closed its Fresno location at Palm and Nees avenues in Fresno, but the family owned pizza shop is not gone for good. It now operates out of 37275 Avenue 12, suite D, in Madera Ranchos and continues to run its successful catering business.

Rally’s on Olive Avenue and Highway 99 closed in April to make way for an expansion of the highway interchange, including roundabouts for the onramps and offramps.

California Kayaker Catches Pot-Belly 16-Pound Largemouth Bass

It was almost mid-day on Dec. 13 when Max Lee of Clovis, California “spotted” a big fish on his Garmin Livescope forward-facing sonar (FFS) unit. It was the jumbo size bass that Lee was hunting for that day.“The fog was just starting to lift off the lake, and I was searching with my sonar for just one big fish,” Lee, age 31, tells Wired2fish. “I think the fog rising and the sun warming the water got the bass moving a bit. That’s when I saw it on my sonar – a fish suspended at 15-feet ...

It was almost mid-day on Dec. 13 when Max Lee of Clovis, California “spotted” a big fish on his Garmin Livescope forward-facing sonar (FFS) unit. It was the jumbo size bass that Lee was hunting for that day.

“The fog was just starting to lift off the lake, and I was searching with my sonar for just one big fish,” Lee, age 31, tells Wired2fish. “I think the fog rising and the sun warming the water got the bass moving a bit. That’s when I saw it on my sonar – a fish suspended at 15-feet over a 30-foot-deep lake ditch.”

Lee says the fish was alone, with no bait nearby either. He made a long, accurate cast to the sonar blip with a homemade 6-inch minnow-shaped soft plastic lure fitted to a 3/16-ounce jig head. His Shimano spinning reel was spooled with 22-pound test braided line, with a 15-pound test fluorocarbon leader.

“I watched the lure sink to the fish, and when it was about eight feet from it, I slowed the lure’s drop speed,” said the pool maintenance technician. “As soon as it took the lure I loaded the rod and just tightened my line to hook it.”

Lee said the heavy fish fought mostly deep, boiling the surface just once and never jumped. He believes the cool 50-degree water diminished the bass’ battle, bringing the fish to his kayak in less than one minute. He used no net but grabbed the bass to land it.

“The fish were in a kind of funky mood, I think because the water was cold,” Lee explained. “As soon as I caught the bass my pal Joseph Tax fishing in another kayak came over and took some photos of me and the bass as I unhooked and released it.”

Lee also took photos of the bass in his kayak. He weighed it on his tournament hand-held scale at just over 16-pounds and measured it at 27 inches long.

“The bass was out of the water for less than one minute,” Lee explained. “I put her back and let her get oriented a bit, then she gave a tail kick and was gone just as healthy as she could be.”

Lee is understandably shy about revealing the name of the lake he was fishing. But he says it’s public water managed by the Corp of Engineers. The lake is heavily pressured by anglers, and it’s a very fertile, dingy-color waterway.

“I consider it my home lake, and I believe there are bigger bass living there,” Lee said. “I’m not having a replica mount made of the 16 pounder. I’m gonna wait to mount a 17-pound bass that I know is swimming around that lake somewhere.”

CLOVIS, Calif. (KFSN) -- A strong winter storm brought heavy rain to Central California on Wednesday, leaving some Clovis neighborhoods dealing with flooded streets during the holiday week.

"We don't get snow but I guess we're just going to get a lot of rain," Clovis resident Craig said.

City crews worked to prepare for the downpour ahead of time, according to Clovis Utilities Manager Rob Rush.

"We've been running our maximum number of street sweepers, trying to clear leaves. We are in the heavy leaf drop season," Rush said.

By Wednesday morning, the city had already received about 100 calls for service.

"We had 20 crews out responding for service, plugged drain inlets," Rush said.

One of the hardest-hit areas was Richmond Avenue near De Wolf in the Harlan Ranch neighborhood, where residents Tye and Craig said they were surprised by the flooding.

"We woke up, we were going to Starbucks and we got a flood warning and we thought, that's crazy, and this is the first time we come down this street and it looks like this," they said.

The couple placed cones in the street to warn other drivers while waiting for help from city crews.

Other neighborhoods, including areas near Freedom Elementary, also reported flooded streets. Rush urged drivers to use caution.

"It's a good rain event. People need to slow down, be careful and try to avoid those deep water streets," he said.

The city has a sandbag location available for residents throughout the week.

Rush says they're expecting to stay busy tonight and into the weekend.
