College Station Council members divided on impact fees

COLLEGE STATION, Texas (KBTX) - College Station city council members are divided over an impact fee bill making its way through the state legislature. HB 5489, authored by Rep. COLLEGE STATION, Texas (KBTX) - College Station city council members are divided over an impact fee bill making its way through the state legislature. HB 5489, authored by Rep. Paul Dyson, would place a temporary pause on the imposition of an impact fee.

Texas Local Government Code states that impact fees are charges placed on developers to help pay for infrastructure like water lines, sewer lines, and roads that a new development will need.

Rep. Dyson says there’s been debate over whether people see it as a fee or an ‘upfront tax’.

“Impact fees, they seem like useful tools to mitigate the impacts of growth. They often lead to increased housing costs, but they’re really regressive,” said Dyson during his testimony on May 8, in front of the Land and Resource Management Committee.

Dyson wasn’t the only one to testify. College Station Mayor John Nichols, Councilmember Melissa McIlhaney and Councilmember Bob Yancy also testified.

Nichols and McIlhaney are against pausing the impact fees, whereas Yancy supports the moratorium.

“These fees are causing builder flight as builders leave our high-impact fee city for a non-impact fee city area like the City of Bryan or out in the county,” Yancy said. “Which is leading to a rise in special districts in our area.”

Mayor Nichols believes the fees transfer the financial burden of infrastructure onto developers.

“If this bill passes, that means water and wastewater rates will increase in College Station.”

Councilmember McIlhaney, who owns a construction company with her husband, believes it should be up to local governments to decide.

“I think most builders and developers would be thrilled if they went away, but on the other side, they do recognize that this is a very fast-growing town, and I do believe that there’s room for compromise and not just wholesale elimination,” explained McIlhaney.

The Land and Resource Management Committee voted favorably without amendment for the bill. There are still several steps before the bill would become law.

WASHINGTON (AP) — For many experts, Health Secretary Robert F. Kennedy Jr. ’s promise for “pulling back the curtain” to find autism’s causes in a few months is jarring — and unrealistic.

That’s because it appears to ignore decades of science linking about 200 genes that play a role — and the quest to understand differences inside the brain that can be present at birth.

“Virtually all the evidence in the field suggests whatever the causes of autism — and there’s going to be multiple causes, it’s not going to be a single cause — they all affect how the fetal brain develops,” said longtime autism researcher David Amaral of the UC Davis MIND Institute.

“Even though we may not see the behaviors associated with autism until a child is 2 or 3 years old, the biological changes have already taken place,” he said.

Kennedy on Wednesday announced the National Institutes of Health would create a new database “to uncover the root causes of autism and other chronic diseases” by merging Medicaid and Medicare insurance claims with electronic medical records and other data. He has cited rising autism rates as evidence of an epidemic of a “preventable disease” caused by some sort of environmental exposure and has promised “some of the answers by September.”

What is autism?

Autism isn’t considered a disease. It’s a complex brain disorder better known as autism spectrum disorder, to reflect that it affects different people in different ways.

Symptoms vary widely. For some people, profound autism means being nonverbal and having significant intellectual disabilities. Others have far milder effects, such as difficulty with social and emotional skills.

Autism rates are rising — not among profound cases but milder ones, said autism expert Helen Tager-Flusberg of Boston University.

That’s because doctors gradually learned that milder symptoms were part of autism’s spectrum, leading to changes in the late 1990s and early 2000s in diagnosis guidelines and qualifications for educational services, she said.

What’s the state of autism research?

The link between genes and autism dates back to studies of twins decades ago. Some are rare genetic variants passed from parent to child, even if the parent shows no signs of autism.

But that’s not the only kind. As the brain develops, rapidly dividing cells make mistakes that can lead to mutations in only one type of cell or one part of the brain, Amaral explained.

Noninvasive testing can spot differences in brain activity patterns in babies who won’t be diagnosed with autism until far later, when symptoms become apparent, he said.

Those kinds of changes stem from alterations in brain structure or its neural circuitry — and understanding them requires studying brain tissue that’s available only after death, said Amaral, who’s the scientific director of a brain banking collaborative called Autism BrainNet. The bank, funded by the nonprofit Simons Foundation, has collected more than 400 donated brains, about half from people with autism and the rest for comparison.

What about environmental effects?

Researchers have identified other factors that can interact with genetic vulnerability to increase the risk of autism. They include the age of a child’s father, whether the mother had certain health problems during pregnancy including diabetes, use of certain medications during pregnancy, and preterm birth.

Any concern that measles vaccinations could be linked to autism has been long debunked, stressed Tager-Flusberg, who leads a new Coalition of Autism Scientists pushing back on administration misstatements about the condition.

What about Kennedy’s database plan?

The U.S., with its fragmented health care system, will never have the kind of detailed medical tracking available in countries like Denmark and Norway — places with national health systems where research shows similar rises in autism diagnoses and no environmental smoking gun.

Experts say Kennedy’s planned database isn’t appropriate to uncover autism’s causes in part because there’s no information about genetics.

But researchers have long used insurance claims and similar data to study other important questions, such as access to autism services. And the NIH described the upcoming database as useful for studies focusing on access to care, treatment effectiveness and other trends.

For the first time since the regular season finale in 2024 at Mississippi State, the Missouri Tigers were able to breakthrough to win an SEC baseball game.

It happened last night in College Station with a 9-6 victory over Texas A&M as Mizzou (14-35, 1-24 SEC) finally got into the win column in conference play.

The win snapped a program record 12-game losing streak and the Tigers accomplished it in comeback fashion.

As usual, the pitching issues continued as Mizzou trailed 6-1 through three innings after two home runs by Jace LaViolette, the D1 Baseball SEC Preseason Player of the Year.

However, Missouri responded with eight unanswered runs. In the top of the 5th inning, Jackson Lovich’s 10th home run of the season cut the Aggies lead to 5-3.

In the top of the 9th, trailing 6-3, Mizzou scored six runs led by Jackson Lovich, Kaden Peer, and Chris Patterson.

The Aggies went quietly in the bottom of the 9th as Xavier Lovett worked a 1-2-3 inning which featured a diving catch by Cayden Nicoletto.

Not only was this Mizzou’s first SEC win of the season, but it marked the Tigers’ second consecutive win in College Station dating back to 2023.

As for Texas A&M, it is a damaging loss for their NCAA Tournament hopes — who fell to 10-15 in conference play. That’s hard to believe as the Aggies came into this season as the preseason favorites to win the SEC.

Mizzou will look to play spoiler later on this afternoon as the Tigers search for their first SEC series win since sweeping Florida from April 5th-7th of last season.

Game 2 of this series is set for 2:00 p.m. CST as Sam Horn in scheduled to get the start on SEC Network Plus.

On Friday, it was revealed that Elko and his staff likely aren't finished adding at least one more wide receiver to the 2025 lineup, and the recent name that came to light happens to be KC Concepcion's brother, Arrion Concepcion, who was previously committed to Kansas State and reportedly visited College Station and Prairie View A&M. According to On3 insider Pete Nakos, Concepcion will be a summer enrollee for whatever program he chooses.

A member of the 2025 recruiting class, Concepcion was a three-star prospect, with Kansas State and NC State being his biggest offer, so it's no surprise he chose the Wildcats after decommitting from the Wolfpack.
