EL PASO, Texas (KFOX14/CBS4) — El Paso County officials are pressing federal agencies for answers about a proposed detention facility in Socorro after community concerns prompted commissioners to request more information from the County Attorney in February.
El Paso County Attorney Christina Sanchez said the county has been reaching out to federal agencies but has not yet received responses to key questions.
“The questions that we had submitted to various agencies within the Department of Homeland Security... CBP... ICE was... What records, reviews, assessments have you done on this particular site?" Sanchez said.
The Department of Homeland Security has purchased warehouse property in Socorro for more than $122 million for the proposed detention facility. The property is located along Eastwind Avenue.
Jordan Salas reports on El Paso County leaders waiting on answers regarding the proposed Socorro migrant detention centers.
Sanchez said her office has spent the past several weeks trying to gather more information about the facility.
Officials said they have met with local stakeholders, including the City of Socorro, the Lower Valley Water District and Emergency Services District No. 2 (these two provide water and fire services in the area), to discuss the potential impact of the proposed facility.
Officials also said they have sent letters to state and federal lawmakers and submitted public records requests to federal agencies seeking more details about the project.
Sanchez said one of the main questions is whether required federal reviews have been completed, including the process required under the National Environmental Protection Act.
“So NEPA, it's, federal regulation. It stands for the National Environmental Protection Act. And what it provides is any time the federal government would like to undertake, the building of a certain facility, in this case, it would be a mega detention facility. They are required to follow a certain process under the National Environmental Protection Act,” Sanchez said. “So far we have not found that that has been done.”
For now, Sanchez said, the county is still trying to get basic answers about the project, including whether the area has the water capacity to support a facility of that size.

My goal is to make it easier for women to find that opportunity to continue their educational goals because sometimes all it takes is seeing the opportunity in front of you to say, “Okay, I can do this!”

The first scholarship I’m featuring is the Rose Petals and Apples Scholarship Fund, which is a fund of The Paso Del Norte Community Foundation that was created to empower single mothers who aspire to become educators.

This scholarship honors the life of Rosella Tellez Madrid. Rosella began as a devoted stay-at-home wife and mother, pouring into her three children and anyone in her community who needed support. She gave what she could including clothing, school supplies, encouragement and always led with generosity.
In her mid-thirties, she made the courageous decision to pursue her dream of becoming a teacher. She earned her degree from University of Texas at El Paso and began teaching 5th grade at Scottsdale Elementary. At 38, as a single mother, she returned to school once again but this time to pursue her Master’s in Education at New Mexico State University.
While working toward her Master’s, Rosella was diagnosed with ALS (Lou Gehrig’s Disease) and given just 2–5 years to live. But she was still determined to complete her degree. In May 1999, she walked across the graduation stage with a cane and a powerful image of strength, courage, and unshakable commitment.
On the 20th anniversary of her passing, the Rose Petals and Apples Scholarship Fund was launched in her memory. Today, it supports single mothers pursuing their dreams of becoming educators. Women who, like Rosella, are balancing responsibility, resilience, and ambition.
To every woman carrying both dreams and challenges at the same time this spotlight is for you. Your perseverance matters. Your education matters. And your story could inspire generations.
Applicants for this scholarship must be a single mother studying to become a teacher. Applicants must live in the El Paso area and have a GPA of 2.75 or higher.
Current majors can include Education, Special Education, Secondary Education, Elementary Education, Early Childhood Education, or Higher Education and Administration.

The Lady Rebels got wins over Amarillo Caprock (16-6), Bushland (12-3) and Canyon Randall (8-6) at last weekend’s Lubbock Tournament, while suffering losses to Andrews (8-2), Dumas (12-4) and Lubbock Monterey (10-3).
Midland High (5-2) will play Canyon at 3 p.m. on Field 2 and El Paso Hanks at 5 p.m. on Field 2 during its openers of the West Texas Classic on Thursday.
The Lady Bulldogs posted a 3-2 mark at the Bryan Tournament last weekend, which included wins over Dobie (9-7), San Antonio Antonian Prep (7-3) and Deer Park (6-5). Deer Park is led by Texas Tech signee Braelynn Jones.
Midland’s two losses came to San Antonio O’Connor (6-5) and Buda Johnson (5-2).
“Our kids did some good things in Bryan,” Lady Bulldogs head coach Shawnda Vines said. “I believe as a team and as individuals, we learned some softball lessons. We had some times of struggle but finished on a high note.”

The US Federal Aviation Administration (FAA) has ordered the immediate closure of a key Texas airport. El Paso airport in the west of the state has issued a Travel Advisory on Instagram saying: “All flights to and from El Paso are grounded, including commercial, cargo and general aviation.“The FAA has issued a flight restriction halting all flights to and from El Paso effective from February 10 at 11:30 PM (MST) to February 20 at 11:30PM (MST). The US Federal Aviation Administration (FAA) has ordered the immediate closure of a key Texas airport. El Paso airport in the west of the state has issued a Travel Advisory on Instagram saying: “All flights to and from El Paso are grounded, including commercial, cargo and general aviation.
“The FAA has issued a flight restriction halting all flights to and from El Paso effective from February 10 at 11:30 PM (MST) to February 20 at 11:30PM (MST). Travelers should contact their airlines to get most up-to-date flight status information.”
The authority issued a Notice to Air Missions (Notam) banning all flights within 10 nautical miles of the airport. It cited: “Temporary flight restrictions for Special Security Reasons.”
The FAA gave no further reasons for the closure, which applies to all flights below 18,000 feet.
El Paso is the Texas border city featured in the Breaking Bad series. The Mexican frontier is around two miles from the airport.
The shock announcement took effect an hour after the final flight of Tuesday night, American Airlines from Dallas-Fort Worth landed at El Paso. A later inbound executive jet flight from Everett near Seattle diverted to Las Cruces, about 50 miles northwest.
The leading airlines at El Paso are American Airlines and Southwest. The other giant US carriers, Delta and United, also have a presence there – along with Alaska Airlines and Frontier.
As a result of the ground stop, at least 17 commercial jets operated by these airlines will be immobilised for 10 days – which is likely to lead to cancellations elsewhere.
The US has much weaker air passengers’ rights rules than the UK and Europe, which means most travellers will need to make their own arrangements at additional cost.
The nearest comparable airports are hundreds of miles away. The closest, Phoenix in Arizona, is over six hours’ drive from El Paso.
British and other European passengers who are booked to fly out to El Paso should be offered alternatives by their airlines – but the same protection does not apply when flying from the US.
