Anime Arizona took over the Renaissance Phoenix Glendale Hotel & Conference Center this weekend. Guests attended panels, met cosplayers and shopped from local vendors.

“My favorite thing is actually connecting with the vendors. Other vendors, meeting, like, the local communities. I’m an Arizona local, so being able to just reach out and actually have socializing with people with similar interests is just really, really fun,” one vendor told Arizona’s Family.

One of the celebrity panels included the cast of the popular anime “One Piece.” The anime follows Luffy, a boy who is seeking to become the King of the Pirates and find the “One Piece” — a treasure hidden by notorious pirate Gol D. Roger.

The cast, made up of Lucy Christian, Ian Sinclair, Christopher Sabat, Sonny Strait, Eric Vale, Jason Liebrecht, Robbie Daymond, Justin Cook and Kyle Phillips, invited fans to ask questions and attend the One Piece panel on Saturday. GLENDALE, AZ (AZFamily) — Developers of a new West Valley resort are making a high-stakes gamble by moving forward with plans to build corporate offices and a parking structure.

The problem is the property is not zoned for that kind of development, at least not yet. A labor group known as Worker Power has gathered enough signatures to leave this up to voters.

The Glendale city manager explained the city wants VAI resort’s headquarters, with the project set to bring in an estimated 2 million dollars in new tax revenue and thousands of jobs.

The plot of land is on 95th Avenue, just south of Montebello. Proposition 401 will ask voters whether this land should be rezoned. “Proposition 401 would change the zoning for a parcel of land 10 acres that was originally zoned for park space to allow VAI to build an office building and a large parking lot,” said Brendan Walsh, Worker Power Executive Director.

Prop 402 is related to the planned area development, or pad. Voting yes on both propositions will allow the property’s zoning to go from parks and open space to a corporate commerce center. A no vote would change that. “Our research indicates that they’ve been doing so since July of 2024, despite the fact that the zoning change was not voted on until November of 2024,” Walsh said.

City officials, however, say they never had plans to move forward with a park. “So that’s supposed to be open space or for parks. I’d much rather take my kids to a park than a parking lot, frankly,” said Shawn Foley, who lives in Glendale.

Foley argued the city has supported VAI while overlooking other neighborhood needs. “I happen to live in a part of Glendale that I see the roads. I see the streets. I see various areas just in all parts of Glendale that need help, so I think the city should pay a little more attention, a lot more attention to other sectors in Glendale,” he explained.

Thursday, the city said it had waived $5 million of the resort’s estimated $7 million in permitting fees. The same incentive the city offered Nestle, White Claw and Red Bull.

City officials said VAI is building at its own risk, but vowed to work with the company if voters don’t approve Prop. 401 and 402.

If an agreement is never reached, VAI will need to tear down the building, something VAI’s CEO and president Grant Fischer wants to avoid. “If we were to lose it would put a big stall in this it would. It would stall the jobs being hired. It would stall the economic growth and honestly, it would be very concerning for other developers looking at Arizona wanting to invest in the state,” said Fischer.

The group Worker Power has raised concerns over VAI before. It led a failed ballot initiative to raise the minimum wage for Glendale’s hospitality workers.

The city manager estimates the group has cost the city $1 million on elections.

GLENDALE, AZ — The future of a massive $1.2 billion, 60-acre resort in Glendale is now in West Valley voters' hands.

Ballots are being mailed out on Wednesday for a special election that could either greenlight continued construction of VAI Resort — or force developers back to the drawing board on crucial parts of the project.

The ambitious project, which broke ground in 2021 and is located near State Farm Stadium, will feature four hotels, a man-made beach, 12 restaurants, bars, and even an amusement park.

Now, Glendale residents will weigh in on two key propositions tied to changes approved by the City Council. At the heart of the debate is a 10-acre portion of the 60-acre site — land that was previously zoned as open space before the council amended it to allow for offices and a parking garage.

What a "Yes" or "No" vote means:

Opponents argue that Glendale needs more parks and open spaces, not additional development, and the city needs to“We want to keep that 10 acres open space. We'd rather see a park than another parking lot,” said Shawn Foley, a Glendale resident opposing the rezoning. “A lot of voters feel like they've gotten bad deals.”

Supporters, from the Yes for Glendale campaign, claim that there was never a park planned for this site, and emphasize the resort’s potential economic benefits.

“We want to implement a definitive timeline for opening, but the parcel in question is essential to the project,” said Garrick Taylor, campaign spokesperson.

What’s next?

Even if voters reject the propositions, the resort isn’t necessarily canceled. Supporters say it would likely mean rethinking the layout and facing further delays.

All ballots must be returned by Election Day, May 20.

Glendale has built the state’s first affordable housing project using state low-income housing tax credits. The program was created by the Arizona Legislature with the passage of bi-partisan S.B. 1124 in July 2021.

Centerline on Glendale brings 368 units of mixed-income housing to the City of Glendale. Centerline will provide affordable housing to individuals, families with children, seniors, veterans, formerly homeless individuals, and households with special needs.

Rents range from $476 per month for the most affordable one-bedroom unit to $2,054 per month for the highest-priced three-bedroom unit.

“Too many West Valley families are struggling to make ends meet and are forced to make difficult decisions to afford rent and keep their fridge stocked,” said Supervisor Steve Gallardo, District 5.

All units have been designed with accessibility in mind and can accommodate residents with physical disabilities or sensory impairments.

The project is an intergovernmental collaboration between the County, the City of Glendale, the Arizona Department of Housing, and other state agencies.

The project also includes a splash pad, dog park, fitness and recreation center, 13-acre walking path, electric vehicle charging stations and on-site wraparound supportive services.

Maricopa County invested $6 million of Affordable Rescue Plan Act (ARPA) funds to support the project, which is Arizona’s first affordable housing community to be financed using state low-income housing tax credits.

The project will create hundreds of local construction jobs through this public-private partnership.
