Starlife Group has topped off 21 Hollywood, a 14-story mixed-use residential building under construction at 2100 North Federal Highway in Hollywood, Florida, marking completion of the project’s superstructure less than one year after groundbreaking. The milestone was celebrated alongside Hollywood Mayor Josh Levy, members of the Hollywood City Commission, project partners, and community stakeholders, together with Starlife Group Founder and CEO Gevorg Shahbazyan and the firm’s leadership team. Upon completion, the development will deliver 200 rental apartment residences and approximately 10,000 square feet of ground-floor retail space, with opening anticipated in early 2027.

The mixed-use tower is designed to include a broad range of resident amenities, including an elevated pool deck with private cabanas, a dedicated yoga and Pilates studio, a full fitness center, a golf simulator, co-working and business spaces, a cinema room, a game room, a children’s play area, and a dog park with a wash station. Ground-floor retail space is planned to accommodate neighborhood-serving uses, with a café or beauty-oriented tenant anticipated.

“21 Hollywood stands as a defining project for this corridor, bringing new energy to a part of the city that’s been poised for growth,” Shahbazyan said.

“Topping off on our signature project in our own backyard, and doing so in such a short time, is a proud moment for our team and for the city. This project reflects our vision for a shining Hollywood, and it’s exciting to watch that vision take shape.”

Construction on 21 Hollywood began in December 2024, with vertical construction completed in November following a seven-month build period. The project is being delivered through Starlife Group’s vertically integrated development platform, with Starlife Builders serving as general contractor. Starlife Builders is led by Founder and President Arman Shahbazyan, who has overseen day-to-day construction operations and on-site coordination throughout the build.

Today Miami’s Urban Development Review Board will consider plans for the second phase of Forma in Edgewater.

Developer Crescent Heights wants to proceed with the 42-story Forma Suites, which would comprise 841,702 square feet of new construction. The venture would offer 360 apartments, including one-bedroom to three-bedroom layouts, along with some penthouses. While Forma Suites would offer fewer apartments than its first phase, the residences would be larger, spanning 834 to 2,693 square feet.

Bruce Minin, the developer’s co-founder, told the South Florida Business Journal that the project will “take the best lessons” from the first phase and offer even more amenities. Not only would there be around 17,000 square feet of interior amenities, there would also be a ninth-floor resort-style swimming pool.

Forma Suites is unique from the first phase in that, in addition to the residences, it would feature 31,504 square feet of office space and 6,638 square feet of retail. The office space would be connected to the high-rise tower through a five-story building. Arquitectonica is the architect.

Crescent Heights hopes to get approval for a 30 percent parking reduction that would allow for 520 spots. Forma Suites would be located at 200 NE 30th St, Miami, FL, 33137, in Miami-Dade County.

From Palm Beach County to Miami-Dade, 11 cities are celebrating their centennials in 2025 and 2026. WLRN News' series spotlights the moments, ideas and people that made these cities part of our community's fabric over the past century.

The City of Hollywood was imagined by its founder as a beautiful destination by the sea that could attract newcomers with glitz and glamour, like its California namesake. To anchor his newly founded city, Joseph Young conceived a luxurious hotel to welcome visitors and investors alike, and so embarked on a breakneck effort to build what would be the Hollywood Beach Resort Hotel.

A century after its founding, Hollywood has become what Young might have dreamed it would be: a tourist destination attracting visitors from all over the U.S.

The city has grown to a population of more than 152,000 according to the most recent U.S. Census, and it's far more diverse today than it was at its inception — with a majority minority population made up of 16% African Americans and 34% Hispanics.

Hollywood is home to Seminole Hard Rock Casino, which features performances by international musical artists and performers, while the Hollywood Broadwalk is a popular beachside destination for tourists and the Fort Lauderdale-Hollywood International Airport brings millions of visitors to the area.

But after decades of struggles — and as Hollywood celebrates its centennial — the iconic hotel that helped birth the city is at risk of disappearing altogether.

A young developer

Young was a developer who arrived in South Florida in 1920 to survey land for a city he founded five years later — Hollywood. Young had lived in California, and historians believe that was his inspiration for the name.

At the time, people were flocking to South Florida in a tourism and land boom and Young wanted to build a place to house them.

Clive Taylor, president of the Hollywood Historical Society, said Young worked quickly to lure people to his city.

"He had to build a road to the beach. He had to build a bridge to the beach. And then he had to finally build this gigantic hotel — hundreds of rooms in 90 days," Taylor said.

But as droves of people came by train to South Florida in the mid-1920s, overwhelming railroads, officials banned freight from coming into the region by train. Only people and food were allowed to get here by rail.

"So all of a sudden during the biggest building boom South Florida ever saw there’s no way to get supplies here. So our industrious founder found a way. He got barges, sent them to Belgium for cement and got them up the Intracoastal and continued building this hotel," Taylor noted.

Young had people work 24-hour shifts, seven days a week. They used that solid concrete, which likely helped the hotel survive the Great Miami Hurricane of 1926.

That meant people in Hollywood could still use it — just not everyone.

'No Jews, no dogs, no Blacks'

"It was actually illegal for a Black person to live in certain sections of Hollywood. And then that carried over to the Jewish population. They could not stay in hotels. It was 'genteel' – code word for only Christian white people," Taylor told WLRN.

In the South Florida PBS documentary Grand Lady, Suzanne Badat spoke on her experience seeing discrimination at the resort as a child.

She remembers her mother trying to make a reservation using a Jewish sounding name, and they didn’t have rooms available.

"So that’s how we learned about antisemitism. And I remember as a kid, seeing signs that say 'no Jews, no dogs, no Blacks,'" Badat said.

After the stock market crash of 1929, Joseph Young lost his wealth and the hotel. Ironically, a Jewish man then bought it. After that, a series of other Jewish buyers owned the hotel.

Now Jewish people could stay in this fabulous hotel — and some historians say this contributed to Hollywood’s sizeable Jewish population that it has today.

It took several more decades before all people were allowed at the resort. But Badat and her family were eventually able to stay there.

"The hotel was absolutely elegant, the ambiance was magnificent, it was something like out of the movies, out of a Hollywood, California, movie set. Everything about it was beautiful and they had tremendous amount of staff, and there were a lot of kids here for Christmas," she said.

But the 1940s and 50s brought more change — and new challenges to the hotel.

During World War II, in the early 1940s, the U.S. Navy ran a training school there. Then in the 1950s other glitzy and eye-catching hotels started popping up in South Florida — such the Fontainebleau on Miami Beach and the Diplomat in Hollywood — taking a slice of the hotel's tourism revenue.

As the Hollywood Beach Resort began looking dated in comparison, its owners come up with a solution: turn it into a hotel for conventions.

There was success as a convention hotel for some time, until the venue came on hard times again — and in 1971 it got sold to the Florida Bible College. It would then go through another transformation and potential redevelopment, but its owners eventually go bankrupt.

The hotel is deserted today, and Taylor as well as other preservations fear it will be neglected to the point of demolition, when an engineer says the building is not safe anymore.

"Wouldn’t it be a shame on our hundredth centennial that something would happen to our iconic building that Joseph Young built? If you take it away, our history will be meaningless because our history won’t be there anymore," Taylor said.

Hollywood Commissioner Caryl Shuham said the hotel's current owners were able to acquire title to the building. After multiple owners in recent years failed, Shuham hopes the current owners will finally be able to restore it. But no plans have been issued yet for a restoration of the building, and the hotel's future remains uncertain.

HOLLYWOOD, Fla. — A heated controversy over a proposed Jewish ritual bath, known as a Mikvah, came to a head in Hollywood on Tuesday night, with the developers ultimately ordered to go back to the drawing board.

The property at the center of the fight sits at 1434 Monroe St.

The plan calls for demolishing the existing home and building a Mikvah, a religious purification bath that requires immersion in a pool of water, traditionally collected from rain, in its place.

Developers are asking the city for a special exception to construct what would be a religious building in a residential zone.

Neighbors pushed back, saying the design doesn’t fit the neighborhood and warned it could create zoning conflicts and traffic problems.

“With all due respect, put it somewhere else,” one woman who is against the Mikvah said.

Another woman said she stands “in full support of the Mikvah.”

Mikvah supporters wore white to Tuesday’s meeting inside Hollywood City Hall while those opposed wore red.

“Mikvah’s are traditionally built in residential neighborhoods across the world because women go at night and need to feel safe, comfortable and close to home,” one woman who is married to a rabbi said.

“This is going to be a commercial building as opposed to a residential building. I’d like to see my neighborhood preserved as a residential area,” a woman named Collette said.

Some said they felt they simply weren’t welcome in the area due to the opposition against the Mikvah.

“I hear so many members of the community say, ‘This is not what you’re saying it is.’ I just hear, ‘You’re not welcome here,’” one supporter said.

“There are better places. We welcome the Jews, we welcome you. We do not think the neighborhood should be desecrated and changed,” another person said.

In the end, the board told the developers to go back to the drawing board and return with new designs that better match the neighborhood before any decision is made.

The next meeting on the issue will be held on Feb. 10.

He added, "We're gonna sell this house. We already have the place, it's a done deal."

During an interview with Fox News Digital in September, the "Tulsa King" star stated that the lifestyle in Florida is a much better fit for his personality than life in Los Angeles.

"I love it," Stallone said of Florida.

"First of all, the air seems to always be clean. We're very, very near the water and that makes my wife incredibly happy. It makes me happy, and it's just something about it. It's just so lush."

"I went to college there for a couple of years. So, I'm not a stranger to the environment, but it fits my personality much better," he concluded.

When Fox News Digital asked Trump how Stallone could thrive as a Hollywood ambassador, the president gushed over the "Rocky" actor.

"If Sly is himself, that's all he can be. If he tries to be somebody else, it wouldn't be good," Trump said. "He's a great guy. He's done a fantastic job and he really deserves this honor. You know, it's something he's wanted for years and this is bigger than it's ever been."

In a recent interview with , the 79-year-old actor discussed feeling like Hollywood had abandoned him, noting that "for almost a decade, I couldn’t find work."

"Nobody wanted me after 'Cop Land.' Even my agents," he told the outlet. "I was fired from CAA. My personal manager at the time let me go. He said, 'I can’t do anything for you. Nobody really wants you anymore.' And I go, 'How’d this happen?' I was told these studios feel as though you’re not what you were."

Stallone said he once told his former agent that he would "take anything," and in response was told, "I’ll try to help you, but it’s not up to me."

Despite being told his "time has passed" and that his "genre is over," Stallone didn't give up. "I wanted to go back to 'Rocky,'" Stallone recalled, calling it his "safe place."

"But there I am, 60 years old, and the previous one, 'Rocky V,' was an abject failure. So, the original producers didn’t want to do the sixth film, 'Rocky Balboa,'" he said. "They said, basically, 'Over our dead bodies.' Even my wife was going, 'I don’t know if it’s such a good idea.'"

The actor currently stars in the Paramount + series, "," and also appears in the reality show, "The Family Stallone," alongside his wife and his daughters, Sophia, 29, Sistine, 27, and Scarlet, 23.
