LAREDO, Tex. (KGNS) - Hemp products Texans can legally purchase today may soon be off the shelves. New regulations from the Texas Department of State Health Services are set to take effect March 31, and Laredo smoke shop owners say the impact could be severe.
Under the new regulations, smoke shops would be prohibited from selling smokable forms of THC and hemp-derived products. A revised “total THC” calculation would make most THC and hemp variants ineligible for sale, leaving few alternatives or loopholes for retailers. Annual retail fees would also be capped at $5,000.
In June 2025, Gov. Greg Abbott vetoed Senate Bill 3, which would have banned hemp-derived THC products. An executive order signed by Abbott in late September is now the basis for the new regulations.
Stephanie Moncivais, co-owner of Canna Shack, said hemp products make up the core of her business across all three Laredo locations.
“Hemp is pretty much everything we sell. We don’t sell nicotine, we don’t sell tobacco.” Moncivais said. “For the Canna Shack, all three locations, it would be drastically devastating. We would have to probably shut down all three stores.”
Moncivais said her concern extends beyond finances. She said she has seen the products provide relief for veterans and others.
“We offer discounts for veterans. My husband is a veteran. So that’s one of the things of why we got into this.” she said. “Because we saw how it helps veterans, how it helps people. Not just to deal with pain but how to help in many other ways.”
Arturo Flores, manager of Endo Laredo Dispensary, said smoke shops have been misunderstood by policymakers.
“There’s a stigma that gets brought on these stores that again, doesn’t get overlooked and it gets overshadowed a lot just because again, you see things on the news and that’s not necessarily the case in everybody’s situation.” Flores said. “Most of these shops are here to help.”
Moncivais said she fears the ban could push consumers toward unregulated sources.
“We know there have been drugs that have been laced with fentanyl that have caused injuries or deaths.” Moncivais said. “So if we have to shut down, that just pushes the community to other sources that are not as reliable. They’re not regulated. They’re not tested.”
Moncivais said Hometown Heroes, a hemp brand, is working with the Texas Hemp Council and other brands to potentially file a temporary restraining order to pause the rule from going into effect.

Laredo continued to be recognized for its dedicated workforce, ranking high again in WalletHub’s 2026 Hardest-Working Cities in America study.
In a study featuring 116 of the most populated cities in the country, Laredo ranked No. 22. It was one of eight Texas cities in the top 25, while the next closest state was Arizona, with three cities.
Laredo Mayor Dr. Victor Trevino credited the hard work of employees throughout the city for helping it continue to rank as the No. 1 inland trade port in the United States.
“As the nation’s leading inland port, our workforce drives international trade, small business growth and economic opportunity for Texas and the country,” Trevino said. “I’m proud of the men and women of Laredo whose work ethic continues to move our city forward toward economic prosperity.”
The study analyzed both direct and indirect work factors. Laredo finished No. 22 overall, ranking No. 23 in direct factors and No. 93 in indirect factors. Despite ranking high overall, it was a slight drop compared to last year, when the Gateway City was No. 15 overall, including No. 15 in direct factors and No. 59 in indirect factors.
The slight decline was a common theme throughout the state. After having eight of the top 16 cities in 2025, with all 13 cities within the top 47, Texas had six of the top 16 cities in 2026, with all 13 finishing within the top 61.
Fort Worth improved by three spots to No. 13, and Corpus Christi held even at No. 14, but the other 11 cities fell by an average of 5.7 spots. The biggest decline came from San Antonio, which dropped 14 spots from No. 47 to No. 61. The average ranking in Texas declined from 19.5 in 2025 to 24.2 in 2026.
Ranking ahead of Laredo in Texas were Irving (No. 5), Dallas (No. 7), Austin (No. 10), Fort Worth (No. 13), Corpus Christi (No. 14), Arlington (No. 15) and Plano (No. 17). Finishing behind Laredo were Garland (No. 24), Houston (No. 37), El Paso (No. 43), Lubbock (No. 46) and San Antonio (No. 61).
There were six metrics analyzed for direct work factors and five for indirect work factors.
The direct work factors account for 80% of the score. They include:
• Average workweek hours (36.92%).• Employment rate (12.31%).• Share of households where no adults work (12.31%).• Share of workers leaving vacation time unused (6.15%).• Share of engaged workers (6.15%).• Idle youth ages 16 to 24 (6.15%).
Laredo’s highest ranking came in share of engaged workers, where it matched last year’s No. 7 finish with an identical 35%. It also ranked in the top half of share of households where no adults work (No. 13, 18.29%) and average workweek hours (No. 43, 38.7).
