On Tuesday, the Mobile City Council authorized the administration to pursue the grant ahead of the Feb. 24 deadline. The city will apply through the Better Utilizing Investments to Leverage Development (BUILD) program, a U.S. Department of Transportation discretionary grant. The program is the successor to the Transportation Investment Generating Economic Recovery (TIGER) grant, which previously provided $14 million toward the $22 million Broad Street revitalization.

The $25 million request is the maximum award available under BUILD. According to the program’s website, approximately $1.5 billion is available nationwide this fiscal year.

“When you hear about $25 million, that would be transformational for Water Street,” Cheriogotis said. “Activating Water Street is how to activate our waterfront and open it to visitors, to local residents and just to make it more enjoyable and usable.”

Jennifer Greene, the city’s director of program and project management, will lead the grant application effort. She noted that applicants often refine their proposals multiple times before receiving funding. Greene said Mobile’s application will emphasize Water Street’s proximity to major attractions and public‑private investments, including Cooper Riverside Park and the Hall of Fame Walk near the Convention Center.

Cheriogotis acknowledged that cities often do not receive BUILD funding on their first attempt, but he hopes Mobile can begin moving the project forward “this year.”

“I want to see something where people can walk up to Water Street and not be intimidated when it comes to crossing the street,” he said, referencing the potential for a park‑like setting. “I think we have options. Want a beautiful option that is inviting, and the people see it as an amenity and not just as a big road.”

Cheriogotis said calming traffic is essential to supporting already‑announced developments, including River Walk Plaza—a mixed‑use project planned next to the Convention Center featuring a luxury hotel, condos, office space, and entertainment venues. Burton Property Group and Kessler Capital Partners are leading the effort.

“I know the people behind that project see the reimagination of Water Street as a necessary precursor toward investing money into Water Street,” Cheriogotis said. “I want to see that investment into the hotel and mixed-used space as soon as possible. This grant would really get us down to the 5-yard line in the process.”

The project will also require cooperation from the trucking industry. Cheriogotis said he believes more trucks will shift to I‑65 and I‑165, a change he does not expect to be “unduly burdensome on the trucking community.”

Mark Colson, president & CEO with the Alabama Trucking Association, said he was not fully “up to speed” on the details about the project. However, he said there have been “preliminary conversations” with the mayor’s office about setting up discussions with stakeholders about Water Street in the near future.

“We appreciate the opportunity to collaborate,” he said.

If completed, the Water Street overhaul would join a growing list of “complete streets” initiatives in and around downtown Mobile. In addition to Broad Street, the city is also redesigning St. Louis Street and Dr. Martin Luther King Jr. Avenue. Complete streets projects involve replacing outdated infrastructure with modern roads, sidewalks, curbs, and underground utilities to create safer, more accessible corridors for users.
