Staff at a California surgical center were captured on video trying to block Immigration and Customs Enforcement agents from arresting a Honduran landscaper this week, with one telling a federal officer "you don’t even have a warrant for him."

The tense scene unfolded Tuesday at the Ontario Advanced Surgery Center, located about 30 miles east of Los Angeles.

"Get your hands off of him," one staff member in blue scrubs is heard saying, shielding the man from an immigration agent. "Let him go. You need to get out."

The Department of Homeland Security said on X that ICE officers "conducted a targeted enforcement operation to arrest two illegal aliens" and "Officers in clearly marked ICE bulletproof vests approached the illegal alien targets as they exited a vehicle."

"One of the illegal aliens, Denis Guillen-Solis who is from Honduras, fled on foot to evade law enforcement. He ended up near the Ontario Advanced Surgical Center where hospital staff assaulted law enforcement and drug the officer and illegal alien into the facility," it added.

"Then, the staff attempted to obstruct the arrest by locking the door, blocking law enforcement vehicles from moving, and even called the cops claiming there was a ‘kidnapping,’" Homeland Security also said.

Javier Hernandez, executive director of the Inland Coalition for Immigrant Justice, told The Associated Press that agents eventually arrested the Honduran man following the struggle inside the clinic that was captured on video.

Hernandez added that the man was sending money to Honduras to help his mother with her dialysis treatments.

The incident is one of the latest in a growing series of confrontations with federal immigration officers.

In another incident Tuesday, protesters were seen clashing with ICE agents wielding batons outside the San Francisco Immigration Court.

Protesters also clashed with federal authorities Thursday during an immigration operation north of Los Angeles at a marijuana farm allegedly employing illegal immigrants.

Bernard Derible holds over 35 years of senior management and leadership experience, working across government, business, and international non-profit sectors and has served as a strategic advisor on economic reform in Afghanistan and supported development and education initiatives in Southeast Asia.

TORONTO — The Ontario government is taking significant steps to strengthen its health-care workforce by making it easier for U.S.-licensed nurses and board-certified physicians to move to and practise in Ontario. The change is part of the government’s plan to protect and strengthen Ontario’s health-care system by increasing the number of health-care professionals working in the province.

"By cutting the red tape that is delaying highly trained U.S.-licensed doctors and nurses from being able to live and work in Ontario, we are making bold strides to ensure Ontario patients receive timely and accessible care," said Sylvia Jones, Deputy Premier and Minister of Health. "These changes build on our government’s historic action to reduce labour mobility barriers for health-care professionals within Canada, and will now make it faster and easier for American physicians and nurses to care for Ontario patients."

The change will enable qualified U.S.-licensed physicians, nurse practitioners, registered nurses and registered practical nurses to begin working in Ontario health settings without prior registration with the College of Physicians and Surgeons of Ontario or the College of Nurses of Ontario. These professionals will be able to work for up to six months while seeking registration in Ontario, removing a significant barrier to attracting American health-care workers.

Additionally, the government is removing restrictions under “As of Right” that limit four professions to practising in public hospitals and long-term care homes. This change applies to physicians and nurses licensed in the U.S., as well as respiratory therapists and medical laboratory technologists who will now be able to practise in a broader range of health settings, including primary care, home and community care and community laboratories.

Ontario continues to support locally trained health-care workers, expanding the Ontario Learn and Stay Grant, which provides financial assistance to postsecondary students who commit to working in underserved communities after graduation. The province is also expanding access to care by opening more medical schools, increasing nursing program capacity, and broadening the scope of practice for nurses, enabling nurses to play a greater role in patient care.

TORONTO — The Ontario government is helping more families access fertility treatments by expanding access to in vitro fertilization (IVF) services under the Ontario Fertility Program (OFP), with a call for applications open today to all Ontario fertility clinics. The applications are part of the government’s plan to protect Ontario by improving public services, investing $250 million over three years to increase the number of clinics participating in the OFP and shorten wait lists in both hospitals and community settings. The province is also implementing the new Ontario Fertility Treatment Tax Credit, retroactive to January 1, 2025.

“As our government continues to protect Ontario families and the services they rely on, this historic announcement will triple the number of families benefitting from government-funded IVF services,” said Sylvia Jones, Deputy Premier and Minister of Health. “With more clinics participating in the Ontario Fertility Program, more people and families across the province will be able to access government-funded fertility services faster, more conveniently and with more financial support.”

The new refundable Ontario Fertility Treatment Tax Credit builds on Ontario’s existing Medical Expense Tax Credit, offering further financial relief to couples and individuals in their journeys to start or grow their family. The credit will provide up to $5,000 in annual support by covering 25 per cent of eligible fertility-related expenses, including IVF cycles, fertility medications, travel for treatment and diagnostic testing.

“Our government knows that protecting Ontario and building a more resilient and self-reliant province begins with strong families,” said Peter Bethlenfalvy, Minister of Finance. “This historic investment will build on our work to provide more people and families with better access to the services they need to start and grow their families – expanding clinic capacity, shortening waitlists and making these services more accessible and affordable for all Ontarians.”

Existing OFP clinics seeking additional IVF funding as well as new clinics seeking to participate in the OFP for the first time are eligible to apply, with the government releasing the successful applicants in late 2025.

LSIF helps companies across the province capitalize on promising medical technologies and unlock new commercial opportunities.

“Ontario’s life sciences sector is a key driver of our province’s economy, which is why our government is making strategic investments to ensure more medical breakthroughs are discovered and developed right here, at home,” said Vic Fedeli, Minister of Economic Development, Job Creation and Trade. “By renewing the Life Sciences Innovation Fund, we are taking decisive action to build a more resilient and self-reliant economy, focused on protecting Ontario workers, businesses and good-paying jobs.”

The following companies will each receive up to $500,000 to help grow their businesses and create local jobs:

Today’s investment marks an important milestone for the province, as the initial round of funding has generated more than $48 million in private-sector co-investments, supporting the government’s plan to build a more competitive, resilient, and self-reliant economy at a time of growing global uncertainty.

“This renewed investment in Ontario’s LSIF empowers home-grown companies to bring health breakthroughs to market, create jobs, and cement our global leadership in life sciences,” says Claudia Krywiak, President and CEO of the Ontario Centre of Innovation. “The Ontario Centre of Innovation is proud to support these innovators alongside the Government of Ontario.”

Ontario is home to a thriving life sciences sector, employing more than 74,000 people in good-paying jobs across close to 2,000 companies, with annual exports exceeding $11.8 billion. Building on the success of the fund’s initial launch in 2022, the 2025 Ontario Budget: A Plan to Protect Ontario, included a renewal of LSIF with an additional $15 million investment to be delivered over the next three years.
