EL SEGUNDO, Calif. — Federal agents descended Wednesday morning on Oxnard, where plumes of smoke were seen as agents used flash bangs to disperse protesters.
Video from the scene showed unmarked vehicles, an armored vehicle and federal agents arresting people. The street was blocked off with yellow tape as a crowd gathered.
Later on Wednesday, law enforcement officials confirmed agents were in the area to try to apprehend Virginia Reyes, 32, and Isai Carrillo, 31, both of Oxnard, who are charged via complaint with conspiracy to impede or injure a federal officer, a felony that is punishable by up to five years in federal prison.
Reyes, who was considered a fugitive, turned herself in to federal authorities around 5 p.m. Wednesday, according to the Department of Homeland Security. Reyes is in custody in downtown LA and is set to make her initial court appearance Thursday afternoon.
Carrillo appeared in court on Wednesday and was ordered released on a $10,000 bond and location monitoring with an ankle bracelet. His arraignment is set for Nov. 25 at 11:30 a.m. in downtown LA.
According to an affidavit filed with the complaint, agents on July 10 executed several search warrants — predicated on violations of federal immigration laws — at locations, including the Glass House Farms in Camarillo. During the operation, numerous protesters — some of them were members or associates of “VC Defensa,” a volunteer group whose members follow, chase, agitate and impede federal agents enforcing immigration laws — arrived in and around the area of the farm.
"The actions taken by these suspects and others on July 10 and other related incidents were neither speech nor peaceful. So let me be clear, we will vigorously protect the rights to free speech and the right to peacefully and freely assemble, but we will also without fear or favor deliver consequences and bring accountability to those that would assault, impede or obstruct federal law enforcement officers or destroy government property," Special Agent in Charge at the U.S. Department of Homeland Security Eddy Wang said during a news conference Wednesday.
The investigation is active and ongoing, with at least nine suspects outstanding. They said they expect to make more arrests.
He also urged the public to contact the HSI tipline at 1-866-347-2423 with any information on the suspects.

A small dog was rescued from the rising waters of a Southern California wash in Oxnard on Tuesday morning.
On Oct. 14, Ventura County Animal Services (VCAS) was called to the scene after someone spotted a small dog trapped in a flood channel after heavy rainfall. Shortly after animal control officers located the dog about 10 feet down the wash, the VCAS worked with the Ventura County Fire Department (VCFD) to rescue the dog, who, in footage of the rescue, is shown shivering and pouting.
According to the VCFD, “The dog was stranded on a small collection of reeds and debris in the middle of a vertical wall channel of the Revolon Slough, surrounded by rising, fast-moving water and steep channel walls.”
To save the canine from her wet and uncomfortable situation, firefighters extended a 35-foot ladder, allowing a rescue swimmer to bring the dog safely to shore. The dog, estimated to be a 3-year-old female pug or French bulldog mix, was "shivering, but otherwise unharmed," according to VCAS.
After the rescue, the dog was transported to the VCAS's Camarillo shelter for an exam and a warm kennel. Though the dog was not microchipped or wearing an ID tag, VCAS is searching for her owner.
"Huge thank you to the VC Public Works crew for reporting the sighting so promptly, allowing this girl to be rescued safely," the VCAS wrote in the caption of its Facebook Reel about the rescue. "We are so grateful to Oxnard City Fire for arriving so quickly on scene, and to the Ventura County Fire Department, who ultimately made the rescue."
