PLANO — The Texas Department of Licensing and Regulation has issued an emergency order halting operations of the Greater DFW International Massage Academy LLC and revoking its massage school license.

In a press statement, TDLR said that the emergency order was issued after the agency found reasonable cause to believe the school engaged in serious violations of state law and rules, including falsifying student records and failing to meet required education and attendance standards. Additionally, licensing officials said that a TDLR inspection revealed that the school failed to terminate students who had not accrued any clock hours for months, granted academic credit before students obtained the required massage student permits, and submitted records showing attendance and hours for time periods that had not yet occurred.

“TDLR determined that immediate action was necessary to protect public health and safety,” officials said.

TDLR officials also said that they identified broader public safety concerns, such as school practices that enabled individuals to obtain massage therapy licenses without completing required training.

“TDLR further identified connections between individuals associated with the school and illicit massage businesses, including establishments where evidence of human trafficking was observed,” officials said.

As a result of the immediate closure, TDLR officials said they are working to assist legitimate students affected by the closure by providing guidance on verifying completed education hours and continuing the licensure process.

“Massage therapy is a respected profession that plays an important role in the health and wellness of Texans,” TDLR Executive Director Courtney Arbour said. “We will not tolerate fraudulent conduct that undermines that profession or puts the public at risk. At the same time, we are committed to supporting students who followed the law and holding bad actors accountable.”

Under the emergency order, TDLR said that the school must immediately cease operations and may not provide massage education services in the state unless otherwise authorized.

PLANO, Texas — The Department of Housing and Urban Development announced the launching of an investigation Friday into the developers behind the East Plano Islamic Center, two months after Texas launched its own investigation.

HUD is accusing the development of potentially violating the Fair Housing Act by "engaging in religious and national origin discrimination."

"It is deeply concerning the East Plano Islamic Center may have violated the Fair Housing Act and participated in religious discrimination,” HUD Secretary Scott Turner said in a statement. “As HUD Secretary, I will not stand for illegal religious or national origin discrimination in housing and will ensure that this matter receives a thorough investigation so that this community is open to all Texans.”

According to HUD, the Texas Workforce Commission sent the department a complaint accusing EPIC's developers of religious discriminatory conduct, including marketing materials promoting EPIC as exclusively a "Muslim community" and that it would be "the epicenter of Islam in America," as well as reportedly discriminatory financial terms requiring lot owners to subsidize Islamic educational centers and a mosque.

However, EPIC's developers have previously said they are not trying to build a "Sharia compound," governed by religious rules.

Texas Attorney General Ken Paxton launched an investigation into the development in December, accusing them of violating securities laws.

“The leaders behind EPIC City have engaged in a radical plot to destroy hundreds of acres of beautiful Texas land and line their own pockets,” Paxton said in a statement in December. “I will relentlessly bring the full force of the law against anyone who thinks they can ignore the rules and hurt Texans. The unlawful land project known as EPIC City will be stopped, and those responsible will be barred from ever creating another fraudulent operation like this again.”

North Texas leaders are moving forward with a study on a potential rail line from Plano to McKinney.

The Regional Transportation Council on Thursday voted to approve a study looking at the possible transit connection that would run north to south in Collin County and would be operated by Dallas Area Rapid Transit or a new regional rail authority.

“We are calling it a passenger rail study for a reason because the southern terminus of this study being in Plano, this could conceivably be an extension of DART's red line light rail,” said Dan Lamers with the North Central Texas Council of Governments. “It could also conceivably be an expansion of DART’s Silver Line.”

The RTC had previously put the study on pause because of the funding conflict between DART and several of its member cities.

Lamers told the council now that Plano has decided to rescind its election to withdraw from DART, staff at NCTCOG can move forward with hiring a consultant for the study.

The study is a component of the Regional Transportation Council’s Transit 2.0 initiative, which envisions an efficient public transit system for all of North Texas.

Collin County Commissioner Duncan Webb said in addition to light rail and commuter rail, a bus line along the corridor should also be considered.

“I hope this study doesn't restrict it to rail,” Webb said. “I think it's got to look at bus rapid transit, because that was one of the things that was considered before as a more economical solution.”

DART CEO Nadine Lee said in a speech in Richardson on Wednesday that DART already owns the land for the potential rail line to McKinney, but said considering a rail project now comes with challenges.

“McKinney is not part of our service area, and so there are no tax dollars coming into DART from McKinney,” Lee said. “That doesn't mean that we couldn't have a future doing that, but I think there are some conversations at the regional level to look at commuter rail, how we deliver regional rail in the future and how to leverage what we have and grow the system.”

Lee added it’s a matter of resources and that DART wouldn’t “close the door” on the potential new rail line.

“If we haven't fixed the leaking roof, then I'm not sure we should be considering an addition to our house, and so that's the way I look at this in terms of investments,” Lee said. “I want to take care of the system we have and make sure it's working really, really well so that people will be proud of it and want to invest more in it.”

Lamers told regional leaders the study must be completed by early 2027. A timeline for the rail line’s construction hasn’t been proposed.

PLANO, Texas — Plano City Council will meet next week to consider approving an economic incentive agreement that would give AT&T $20 million to move its headquarters from its Downtown Dallas location.

AT&T CEO John Stankey announced at the start of 2026 that the company would be moving its headquarters to Plano, constructing a new building at 5400 Legacy Drive.

With this new incentives agreement, if approved, would bring the total amount of funding for the future headquarters to more than $36 million. The $20 million in incentives would be available through the city's economic development fund for this fiscal year.

To receive the incentive funds, the agreement stipulates that AT&T must meet a number of obligations. Those obligations include constructing a new building of at least 2 million square feet, with a minimum construction cost of at least $1.35 billion.

AT&T must also create or retain and maintain at least 4,000 full-time employees for at least six months to receive the incentive payment, as well as continue to maintain those employees through the agreement.

The agreement also requires AT&T to create or transfer and maintain an additional 4,000 employees by the end of 2034, and an additional 2,000 full-time employees by the end of 2039.

Other requirements include making a reasonable effort to sue Plano facilities for company-related business activities, and to use "Plano, Texas" or "Plano, TX" when referencing the company's address on materials.

The new corporate campus will span across 54 acres and give the company enough room to consolidate all its Dallas-Fort Worth administrative space into one location, according to the announcement. The company currently has three campuses in Dallas, Plano and Irving.

The company currently employs about 10,000 employees at its global headquarters in Dallas, according to the City of Dallas' Office of Economic Development.

AT&T is also the biggest Fortune 500 company headquartered in the city and the second-biggest in North Texas at No. 37, trailing only Irving-based McKesson (No. 9).

"The nature of the company and our work have both evolved significantly since we moved our headquarters to Dallas in 2008, but what hasn't changed is our belief and confidence in the Dallas-Fort Worth Metroplex as the right place to operate a thriving multinational corporation," Stankey said.
