DENVER — A parental evaluator in a child custody cases is facing a 15-count indictment, according to Colorado Attorney General Phil Weiser.
The statewide grand jury made the decision against 57-year-old Shannon McShane, who allegedly used false credentials to obtain a state license as a psychologist.
Weiser says she used this to gain employment with state agencies and serve as a child and family investigator in child custody cases in Colorado.
“Defrauding the state of Colorado and engaging in unlicensed practice as a psychologist in a manner that impacts our justice system is a grave breach of public trust,” said Weiser. “In this case, we are seeking to hold Shannon McShane accountable for her alleged conduct and to send a message that this behavior is intolerable.”
According to the indictment, which was filed in Denver District Court on August 29, over a six year period, McShane represented herself as having a PhD in Psychology from the University of Hertfordshire in the United Kingdom to state agencies and judicial officers.
The indictment says officials from the university say they didn't find any records saying McShane was a student there.
Weiser says McShane leveraged the belief in her university credentials to obtain licenses and certifications allowing her to work in Colorado including:
Weiser says McShane was also able to get several positions with the State of Colorado through these licensures. They allowed her to conduct investigations and provide judges with reports of findings and recommendations on parenting time and decision-making for children. McShane has been charged with the following and is in the Denver Downtown Detention Center:
According to Weiser, McShane was able to become an employee at the Colorado Department of Corrections and the Colorado Department of Human Services to work at the Colorado Mental Health Hospital Institute in Pueblo (CMHHIP).Earlier this year, News5's Alasyn Zimmerman has looked into several issues at CMHHIP, including when they were $13 million over budget in July of last year.
Several employees were also placed on administrative leave for several months at a time.
In December, CMHHIP was operating with half of its psychologist positions.
News5 went to court over public records to try and learn more about the employees placed on administrative leave at CMMHIP.
A judge ruled in News5's favor earlier this year.
In March, a man broke into an abandoned building on the institute's south campus.
In April, employees spoke out about their concerns over incidents at CMHHIP.

A groundbreaking ceremony for Pueblo's new Whataburger restaurant, 2850 W. Pueblo Blvd., is set to take place Thursday, Oct. 3, at 10 a.m.
Whataburger, a San Antonio-based chain, was founded in 1950 by entrepreneurs Harmon Dobson and Paul Burton. The chain has a presence in 16 states with more than 740 of its 1,000-plus locations in Texas. Since opening a Colorado Springs store in February 2022, Whataburger has grown to include seven locations in the Centennial State.
Representatives from the Greater Pueblo Chamber of Commerce will be present at the Oct. 3 groundbreaking in Pueblo. Whataburger Operating Partner Joe Lopez and BurgerWorks Colorado Owner William Tamminga also will be in attendance.
"We're just very excited about coming to the community," said Shannan Anderson, marketing director of BurgerWorks Colorado. "We've already started partnering with the school districts and are looking to really become part of the community and be more ingrained. It's honestly just really exciting."
Members of the public are invited to attend the groundbreaking ceremony and will have a chance to win giveaway items. Those looking to attend are asked to RSVP by contacting Anderson at co.anderson@burgerworks.net.
The original Whataburger consists of a large beef patty, tomato, lettuce, pickles, diced onions and mustard. Several variations are available, including the Double Meat Whataburger, Triple Meat Whataburger, Jalepeño & Cheese Whataburger, Bacon & Cheese Whataburger, Whataburger Jr. and Double Meat Whataburger Jr.
Other lunch options include the Whatachick'n Sandwich, Whatachick'n Strips and more, and available sides include French fries, apple slices and onion rings.
From 11 p.m. to 11 a.m., Whataburger restaurants serve breakfast sandwiches, biscuits, pancakes, platters and bowls.
Salads, desserts, shakes, coffee, soda, and other drinks also are available at Whataburger. A full list of menu items can be found online at whataburger.com/locations/1358/menu.
Pueblo's Whataburger store is scheduled to finish construction in early 2025. Danny Saenz, director of membership and business development for the Greater Pueblo Chamber of Commerce, told the Chieftain that about 170 employees are estimated to be employed at the Pueblo Whataburger store.
"Especially early on, it might be more than that because just like Culver's and other restaurants of this caliber that come into a community... They're expecting a lot of interest and a lot of people wanting to get those burgers so early on. I think here, for the next three to four months, they are going to be slammed," Saenz said.
Most Whataburger restaurants are open 24 hours and close only on Christmas Day, according to Whataburger's online press kit.

PUEBLO, Colo. (KKTV) - Pueblo’s annual ‘Stand Down for homeless veterans’ is serving free meals, clothing, cold weather gear, along with health screenings and counseling before the cold winter months make way. The ‘Stand Down’ on Friday takes place at the American Legion Post, starting at 8 a.m. until 2 p.m.
Located in Colorado Springs, but attending the event in Pueblo... Next Chapter’s, Project Manager told 11 News, that the Stand Down in Pueblo was originally going to be scrapped this year... due to zero funding.
“Nobody, no other veteran organization in Pueblo, put in for the grants... the funding that’s required to do the Stand Down,” Jose Ramirez, Next Chapter’s Project Manager, explained. “So, what Next Chapter did, UCHealth did... is what we normally do. We bring everybody together, we brought all the veteran organizations together in one room, and we collaborated with one another when we pulled all our resources together so that we can have a Stand Down for the veterans this year.”
With the heart of all teams pulling together resources and funding, the Stand Down collected $5,000 for the event and even gained more vendors with resources, a total of 26... compared to last year’s number, 18.
“I’m more proud of this one than I was last year,” Ramirez exclaimed. “Because it’s everybody coming together to make it work... They served our country, they took an oath... so we, as citizens, we owe that to them. And I think by them seeing that we came together without zero funding from anybody, we were able to make this happen. I think the messaging that we want will be a positive one, and then it’ll set conditions for us to transition from a Homeless Veteran Stand Down to an actual Veterans Resource Fair.”
The Stand Down in Pueblo will also have a dentist giving free checkups, along with a veterinarian doing exams on veterans’ service dogs. To all the organizations, it’s more than just helping with resources and materials... it’s about being a lending hand in helping homeless veterans get back on their feet. New intake forms will help track veterans on where they’re at, what they need with the situations they’re in, their progress, and how Pueblo County and these organizations can help them in the future.
“Once a homeless veteran goes through the through the Stand Down, we want to track that person throughout the year so that gives us data and gives us enough information so that we can ask for the funding,” Ramirez said. “Whether it’s through a grant, whether it’s through the City of Pueblo, Pueblo County, or the state, or a combination of all four of them... I think if we’re able to track it locally, within the organizations that are participating in the Stand Down, we collectively track those individuals, track their progress, then that’s really good data to take to the city, the county, the state, and the federal government, that... ‘Hey, this is the problems that we’re seeing in Pueblo and Pueblo County.”
They hope getting these grants will help mimic the Colorado Springs Stand Down, where they took ten veterans off the streets, and into transitional housing. A successful turnout for helping veterans.
“I think that this program that Colorado Springs did last year, I think would do good here in Pueblo,” Ramirez stated. “Granted, not as to scale like they did, maybe bring it down to about five individuals and do that. But that’s our end state to get to that point. But, in order for us to get to that point, we have to do our homework, we have to do our due diligence and be able to provide that data to those that are going to be cutting the checks for us.”
