Some community members rallied against the proposed center Thursday night before a rezoning ordinance was approved by council members.
ROUND ROCK, Texas — The rally calls heard from the community in Round Rock Thursday evening were anything but artificial.
Members of the community organized a march from the public library to city hall just down the street, in an effort to make their voices heard about the development of another data center.
According to this data center map, there are 38 data centers currently up and running in the Austin area. Throughout the state of Texas, there are 387 data centers in total.
In an update Thursday night, the Round Rock City Council approved the rezoning ordinance, allowing for the creation of the proposed SkyBox data center to be built in a lot near Old Settlers Boulevard and North A.W. Grimes Boulevard.
Round Rock residents brought their concerns to City Hall on Thursday ahead of the ordinance's approval, with many expressing their concerns over resources and utilities the data centers are using, as well as the impacts another data center being built in town could bring.
Skybox, which already owns data centers in the region, including in Pflugerville and Georgetown, is planning to build its newest data center in Round Rock.
According to the Round Rock city website, there are two major data center campuses in the city.
The Round Rock City Council voted in favor on the first reading of the ordinance back in December. Thursday night's vote was on the second reading of the ordinance that authorized the rezoning of the land, allowing for the construction of the Skybox data center.
"Data centers, there a big deal right now. Because they've been popping up all over," Brad Dushkin said. "But the great thing about how we handle it in Round Rock is that it doesn't matter how many are proposed, we can take one on an individual, case-by-case basis and decide whether or not to approve it."
The director of planning and development for the city said there is no evidence of any disruptions or negative impacts to the community or environment with the data centers currently online in the city. He added the data centers are near residential areas, much like the proposed one off Old Settlers Boulevard.
"We need more transparency, we need public disclosure on water use, we need public disclosure electricity use and a much more open and transparent approach on data centers coming to our county if they're going to. And I'm not sure we can sustain nine as it is," Gary Oldham said.
The organizer for Protect Round Rock said there are concerns to be considered when it comes to the impact to resources in the area. He said data centers are known to pull water and electricity to levels that can impact both residents' lives and wallets.
Dushkin said the city will continue to hear from the community about its concerns and will track complaints as the years come and go. The data centers in the city have been operational since as early as 2020.
Dushkin believes, however, concerns from the community do not take into account the size of the data center that is being proposed.
"I wouldn't say it makes concerns less legitimate or illegitimate," Dushkin said. "We understand that people might have concerns. But, a lot of those concerns are based off buildings that were built with older technology, or that are based off of larger campuses than what are being built here."

Among those is $8 million allocated to renovations at Dell's Round Rock headquarters, with work tentatively slated to wrap in late July, based on preliminary project details registered with the Texas Department of Licensing and Regulation. That work encompasses more than 13,000 square feet, with key features including new mechanical and electrical equipment in a flex lab on site.
Similarly in the technology and innovations sector, Sabey Data Centers is funneling nearly $100 million into data halls, based on TDLR project filings registered in October 2025. Timeline estimates anticipate the two data center buildings on the campus will finalize construction in early September — the latest among a slew of data centers under development or already operational in Central Texas.
Not to be outdone by industry mammoth Tesla, but one of the electrical vehicle company's competitors is beginning work on its own sales and service center this year. Rivian is investing approximately $9.5 million into a new 46,000-square-foot facility, with construction expected to begin in March and culminate in March 2027.
On the education front, Round Rock ISD's Stony Point High School is embarking this year on a massive $70.6 million, 423,600-square-foot renovation project set to begin construction in mid-May. That project features mechanical and roofing replacements, track resurfacing and sport fields' upgrades and interior renovations of the campus' fine arts building, among other improvements. Under preliminary timelines, that project is expected to complete construction work in late October 2027.
Moving over to the entertainment sector, Round Rock's premier indoor water park is getting a bit of a face lift this year courtesy a new concessions kitchen and open air pavilion underway. Project filings indicate work began in early January and is set to put on the finishing touches by late June, to the tune of approximately $500,000.
Those looking to keep cool outdoors this summer can head on over to the city of Round Rock's Rock 'N River Water Park, which is in the midst of a $19.6 million expansion. That project's scope includes the addition of an "action river" at the park alongside a pool deck, bathhouse, a mechanical building and utilities, all of which is expected to culminate in late May 2026.
Seeking some outdoor recreation outside the pool? The Round Rock Multipurpose Complex off Kenney Fort Boulevard is advancing $28 million in improvements through this year, with key project focuses including the addition of six multi-use fields, parking and lighting fixtures. Five former employees of Round Rock-based Dell Technologies Inc. are suing the company, saying workers have lost hundreds of millions of dollars through mismanagement of its retirement plan.
A proposed class action filed in U.S. District Court in Austin says the tech giant committed multiple violations of the Employee Retirement Income Security Act, which regulates private-sector retirement plans. The alleged violations included keeping underperforming investments in Dell’s 401(k) plan, engaging in prohibited transactions and failing to monitor and responsibly manage the plan, which potentially cost it more than $318 million.
Dell didn’t immediately respond to a request for comment.
In their suit filed Wednesday, former employees Allison Lowbruck, Adam Moss, Eric Rodgers, Michael Schwartz, and John Vedamanikam allege the company erred by continuing to allow investments in the Dell Pre-Mixed Portfolio Target Date Series and Dell Core Funds because they had not kept up with peer investment products. Target-date funds are investments designed to deliver specified results in a specific retirement timeframe.
The products were deficient, “resulting in massive underperformance relative to that of well-established, prudently managed, comparable funds that Defendants could have selected for the Plan,” their suit says.
Dell’s 401(k) program is massive, covering 63,000 people with nearly $15 billion in assets — more than 99% of other defined contribution plans in the U.S. One-third of the Dell plan’s assets were invested in the “underperforming” products, which the suit cites as evidence of mismanagement. While the suit doesn’t say the total size of the class, it estimates that thousands were impacted.
It also accuses Dell of self-dealing. The company designed the funds, decided how money was invested, picked the managers and controlled how the assets were allocated, and collected fees from the decisions — which allegedly violates ERISA.
The plaintiffs want the lost money to be recovered. It also wants any fees gained through self-dealing returned and asks for additional reforms to the 401(k) plan, like increased transparency.
They estimate the potential class could include thousands of current and former employees.
