What Is a Municipal Planning Area?
A Municipal Planning Area is a boundary shown in a town's General Plan that identifies areas it may consider for future annexation. It is larger than the town's actual municipal limits.
Being located inside a town's planning area does not mean the property is part of that town. It does not mean residents pay taxes to that town, receive services from that town, or are automatically annexed.
Planning areas are intended to guide long-term growth discussions. Under Arizona law (A.R.S. §9-471), annexation requires contiguity and statutory notice and petition requirements. A planning area designation alone does not annex property and does not prevent other jurisdictions from planning for or annexing contiguous territory.
The Two Residential Areas
According to Queen Creek staff, both residential areas were developed under Pinal County jurisdiction and county development standards. They were never part of Queen Creek and did not pay Queen Creek impact fees or development-related revenues at the time of construction.
One area includes 461 parcels, including a subdivision currently under construction. The other includes approximately 1,580 parcels.
Council members indicated that removing the areas from the planning boundary would clarify that Queen Creek does not anticipate annexing them in the future. The General Plan Amendment process to remove the areas is expected to take approximately four months and will include public meetings and hearings.
Why the Timing Now?
During discussion, council members referenced several considerations:
The Town of San Tan Valley incorporated in September 2025 with boundaries smaller than the overall geographic area commonly referred to as "San Tan Valley." Thousands of residents and businesses remain in unincorporated Pinal County outside the new town limits.
If Queen Creek removes the two residential areas from its planning boundary, those areas would remain unincorporated unless another jurisdiction annexes them.
Separate Annexation Moving Forward
In a separate matter, a 6.9-acre property at Ocotillo and Meridian Roads is moving forward in Queen Creek's annexation process. The annexation ordinance appears on the March 4, 2026 consent agenda.
Town documents indicate the applicant intends to pursue a commercial rezoning request following annexation.
A public hearing on the annexation was previously held in November 2025. One neighboring resident spoke in opposition at that time, expressing concerns about potential future commercial development in the area.
The annexation ordinance itself was not voted on during that earlier hearing and is now scheduled for council consideration.
What Happens Next?
For the planning area removal:
If approved, the two residential areas would no longer appear within Queen Creek's Municipal Planning Area in its General Plan.
The Ocotillo and Meridian annexation remains a separate action and will follow its own statutory process.

San Tan Valley, AZ – Two drivers were injured, one severely, in an early Wednesday morning traffic collision in San Tan Valley, acording to a report by the Pinal County Sheriff’s Office.
The incident took place in the area of Schnepf Road and Laredo Ranch Drive shortly after 7 a.m. on Wednesday, February 25.
Preliminary reports indicate that two cars were involved in the crash near the intersection. Authorities were still working to find out what led up to the accident.
Deputies from the Pinal County Sheriff’s Office (), along with fire and medical crews, immediately responded to the scene after receiving reports of the accident.
Both drivers were transported to a hospital for treatement and one of them reportedly had serious injuries. There was no update on the condition of the second driver.
The vehicles had the drivers as the sole occupants at the time of the accident. The identities of the involved motorists were not immediately released.
A section of Schnepf Road was shut down in both directions as authorities investigated the incident and firefighters cleared the scene.
Additional details on the incident have not been released. The Pinal County Sheriff’s Office is investigating the accident.

PINAL COUNTY, Ariz. — The Pinal County Board of Supervisors voted Wednesday to reject the development of a massive solar facility north of Florence and east of San Tan Valley.
In an unanimous vote, the supervisors denied multiple agenda items in relation to the development of 8,122 acres for Silver King Energy Center, which would have produced a mix of solar and thermal energy.
The proposed facility was pitched as helping to diversify Pinal County's economic base and transition Arizona toward "clean energy."
"The energy provided by Silver King will help provide grid stability necessary to attract and retain the jobs in advanced manufacturing and high-tech firms projected for Pinal County," a presentation on the project states.
Some residents opposed the project due to concerns about the abundance of solar panels ruining the desert landscape, while other spoke in favor of the job opportunities the project would potentially produce.
But some Pinal County board members expressed skepticism about devoting so much land to solar energy and expressed a wish to wait for a better project to come along.
County Supervisor Stephen Miller said he felt the pros and cons for the project were split evenly at "50-50."
