The Arizona Department of Transportation (ADOT) is giving Arizonans a new way to show their support for important causes while on the road. Just in time for National Autism Acceptance Month, ADOT has unveiled a brand-new Autism Support specialty license plate, one of 106 specialty plate options now available through the Motor Vehicle Division.

In addition to the new Autism Support plate, ADOT also announced a redesign of the National Guard plate, which is now also available in a motorcycle format.

SAN TAN VALLEY, AZ — Barb and her husband had big plans for a big build in San Tan Valley — they wanted to boost their storage and work area, so they planned a large, three-part garage for the back of their lot. It would include RV parking, a two-story workshop, and storage space.

After getting the permits okayed, they started looking for different trades to complete the work. That's when Barb first heard about South Mountain Garage Door Service and the owner, Kyle Eubanks, who came recommended by an acquaintance. Barb says there weren't any glaring red flags, saying Eubanks' website looked legitimate and showcased 5-star reviews.

They met and came to an agreement for garage doors.

"He can get them ordered, store them until we need them, and then he would come and install them, and we would pay the balance," explained Barb.

She received a receipt stating the doors would cost $16,250. Barb paid a $10,000 deposit up front in cash.

As building progressed, Barb reached out to check on the doors, but says Eubanks' phones were disconnected.

Frustrated, Barb and her husband went in person trying to find him. She says they talked and Eubanks had an answer for all of their questions.

"He goes, 'yes, we have the doors. No problem,'" Barb recalled. However, soon after speaking, Barb was back to receiving zero responses from Eubanks.

Frustrated, she reached out to the Let ABC15 Know team.

We've been trying to reach Eubanks for weeks. Currently, the South Mountain Garage Door Service Facebook and Yelp pages are still active, but his website no longer populates. A search for the company and Eubanks' name with the Registrar of Contractors comes up empty with no contracting licenses issued to them. Also, our partners at the Better Business Bureau indicate the company is not accredited and has an 'F' rating.

The Let ABC15 Know team contacted Eubanks' known numbers. They were either disconnected or we did not get a response. We went to his last known address, but there was no response and no call back.

As for Barb, the construction project is moving forward with a new garage door installer.

"They're licensed, they're bonded, they're insured and I was able to put the down payment on a credit card," she explained.

Her advice to other consumers going forward - check for a contractor's license and make sure it is in good standing, and don't pay with cash!

An East Valley cardiology practice is taking initial steps to bring an all-in-one medical campus to life. Its CEO says the concept benefits patients and doctors alike.

Tri-City Cardiology has begun construction on a 100,000-square-foot medical office park in the fast-growing San Tan Valley and is looking to turn the vacant lot into a premier medical campus.

Terraza Medical Village, the name of the yet-to-be-built San Tan Valley medical campus, sits on a 12-acre parcel, and the future development is intended to be a centralized location where patients can meet their primary and specialist care needs, Tri-City Cardiology's CEO Gregg Florentin said.

"I'm centralizing the medical services and my vision is to be a leader in patient center care," Florentin said. "(Terraza Medical Village) is a tangible manifestation of that commitment. It's going to allow us to innovate and expand out services."

Florentin went on to explain that the centralized location benefits not only patients but physicians too as the proximity among them allows for seamless referrals.

Construction began on March 10 and about $45 million has been invested into the five-building medical campus located at 40245 N. Gantzel Road.

Terraza Medical Village's five buildings will range in size from 9,000 square feet to as large as 25,000 square feet. Tri-City Cardiology is the only confirmed tenant and will be located on the first floor of the nearly 25,000-square-foot, two-story office space.

Though no other tenants have been confirmed, Florentin said discussions are underway with several businesses, including sleep specialists, behavioral health and dermatology.

Two of the five buildings, including the one Tri-City Cardiology will occupy, are expected to be completed by May 2026. A third building at the Terraza Medical Village also might be finished at some point next year, Florentin said.

Terraza Medical Village will have a modern feel and soft toned colors with lots of windows, Florentin said.

Plans also call for a meditation garden and trail for patients to enjoy, Florentin added. A small lake behind the medical campus and a cafe are also in the works.

"It's going to have a park atmosphere," Florentin said. "It's not going to be your traditional medical campus."

Tri-City Cardiology is a medical practice specializing in cardiology and vascular care and has been working in the East Valley for nearly 46 years. The Cardiology practice has 10 locations through the East Valley.

Tri-City Cardiology Consultants Real Estate Holding Company (TCCC Real Estate Holding Company), the developer, purchased the site for $9.1 million in 2023, according to Tempe-based Vizzda LLC real estate database. The owners of Tri-City Cardiology created the LLC and It is the developer's first project of this magnitude.

The developers chose this site in San Tan Valley because of its recent population growth and to provide medical care in the far East Valley community that doesn't have as many options as other parts of Phoenix metro.

Florentin also hopes Terraza Medical Plaza can provide health care services to some of the new employees from the new developments in this portion of the Valley, like LG's yet-to-be built battery factory.

Kraus-Anderson, a Minnesota-based firm, will be the general contractor and triARC architecture & designs will be the design team. Kraus-Anderson and Tri-City Consultants Real Estate Holding Company will share duties of overseeing the project.

A ground-breaking ceremony is scheduled for April 16.

Clarifying Common Misconceptions

Growth and Zoning

A common claim is that incorporation would allow San Tan Valley to control growth and prevent overdevelopment. However, the reality is that land use remains up to the landowners. Most of the land in San Tan Valley is already zoned and designated, meaning decisions about what is built there are already determined by prior agreements or state trust land regulations. Incorporation does not grant a town council authority to change these agreements.

San Tan Valley already has significant input into zoning decisions through the Pinal County Planning and Zoning Commission, which includes two representatives from each of the five county districts covering the area. Currently San Tan Valley is in three districts and has 6 representavites on the 10-person committee. Adding a local government does not undo prior commitments or state land regulations.

Public Safety and Emergency Services

Incorporation does not change how law enforcement or fire services are provided. The Pinal County Sheriff's Office (PCSO) would still handle policing (or an outside agency would need to be contracted), but it would do so under a contract with the new municipality, funded by additional city taxes—on top of the taxes residents already pay to the county.

Fire services would remain subscription-based through Rural Metro unless the city decides to fund its own fire department, which would require significantly higher taxes and likely take years to implement.
