CALIFORNIA — The Draconids are the one meteor shower of the year. California residents don’t have to stay up past midnight or get up early to see, and it’s about to peak.
The short-lived shower starts Sunday and runs through Thursday, Oct. 10, with peak activity occurring Tuesday morning. Unlike other shooting star shows, the Draconids peak in the early evening.
During the peak, most of the Golden State’s inland skies are expected to be clear, while there could be coastal clouds in the early Tuesday morning hours. The waxing crescent moon will be about 25 percent illuminated but will set before 9 p.m. local time.
According to the National Weather Service, earlier in the week is better if you plan to view the meteor shower. The Bay Area skies will be mostly clear until Thursday when partly cloudy conditions arrive. As for Southern California, inland skies will be mostly clear throughout the coming week. Patchy fog will fill the night skies by the coast, and clouds will increase starting Thursday morning.
Sometimes called the Giacobinid meteor shower in honor of the astronomer who discovered the comet that produces it, the shooting star show passes almost without notice most years with only a smattering of meteors — maybe five an hour.

In some years, Draco the Dragon — the shower's radiant point — awakens and breathes fire in an outburst or meteor storm. Meteor experts don’t expect a Draconid outburst this year, but there’s always a chance as Earth passes through the bits of ice and rock left behind by Comet 21P/Giacobini-Zinner as it hurtles through the solar system.
A meteor storm in Europe in 1933 rained down 500 shooting stars a minute. Less spectacular meteor storms were reported in 1946 in the United States, with reports of 50 to 100 Draconid meteors an hour.
Orionid and Taurid meteors are also flying right now. According to NASA, the Orionid meteor shower, which runs through Nov. 22 and usually produces only about 23 meteors an hour at its Oct. 20-21 peak, is considered one of the year's most beautiful shooting star shows.
The long-running Taurids continue through Dec 2. The shower has two streams, the Southern and Northern Taurids, and is not as showy as some meteor showers. Peaks are Nov. 4-5 and Nov. 11-12.

"Pechanga Resort Casino was the only one of its kind in the United States to have been ranked in the prestigious publication’s 2024 poll for the Best Resorts. In the U.S., 169 resorts across 13 regions made it onto Condé Nast Traveler’s sought-after list.
Pechanga ranked among the top in the Southern California region.
"Condé Nast asked its readers online to rate their favorites among the travel industry – resorts, airlines, ski resorts, spas and more. Across the world, 443 resorts ranked in the Best Resorts category of the admired travel publication. TEMECULA, CA — It's no secret that Temecula has its share of traffic woes. The city has invested millions of dollars in improvements and technology to help traffic flow more efficiently, but gridlock and some safety concerns continue in neighborhoods.
To that end, during Tuesday night's Temecula City Council meeting, a discussion is planned to come up with how the city will prioritize future traffic signal locations. The City Council members are expected to approve the creation of an Ad Hoc Committee to develop prioritization criteria.
For background, during the April 25 Traffic Safety Commission meeting, city staff presented a priority list of intersections in Temecula that could warrant traffic signals in the future. The priority intersections were (in no particular order):

However, the traffic signal priority list was developed based on intersection geometrics and general engineering judgment and not by established criteria for purposes of ranking, according to city documents.

Additionally, the above lists are just a sampling. Many Temecula residents contact the city about the need for traffic signals in their neighborhoods.
Also, the above intersections do not consider traffic signals that the city already has in design or signals included as part of Temecula's future Capital Improvement Projects tied to ongoing development. Those signals are:
Funding for traffic signals is typically through developer fees. Proposed traffic signal locations undergo analysis based on state standards to ensure they are justified. While intersections might be on a priority list, it does not mean signals will happen.
If an Ad Hoc Committee is formed to determine which intersections are priorities, city staff recommends utilizing an on-call traffic consultant to help develop the criteria and ultimately perform the ranking based on factors that include state standards.
" ... the analysis for the large number of intersections will be time intensive," according to city documents.
The cost of hiring an expert is yet to be determined.

RIVERSIDE COUNTY, CA — The Board of Supervisors Tuesday approved roughly $1.6 million in appropriations to fill early gaps in the current fiscal year budget, drawing down the county's cash reserve, without notable impacts to the General Fund.
In a 4-0 vote without comment — and with Supervisor Karen Spiegel absent — the board signed off on the Executive Office's expenditure request as part of a first-quarter 2024-25 "clean-up," which typically occurs every September, after the state's budget for the new fiscal year is in operation.
The appropriations will reduce the contingency cash balance from $7.5 million to $5.9 million, according to the Executive Office. The largest share of the outgo will be for costs tied to the March Air Reserve Base Joint Powers Authority, as part of an ongoing revenue sharing agreement, officials said.
Despite the draw-down, General Fund inflows and outflows for the current fiscal year remain on track, and in a few cases, agencies identified higher estimated revenues. There was no projection for a significant change in the $9.2 billion appropriations blueprint approved by the board in June.

One of the bright spots for the current fiscal year is the county's reserve pool is expected to hit $698 million, compared to $590 million at the end of 2022-23. Executive Office staff estimated county discretionary revenue — which, unlike programmed funding, the board may use for any purpose — will top out at $1.22 billion, a $100 million increase over 2023-24.
County CEO Jeff Van Wagenen confirmed at the end of June there are remaining 2021 American Rescue Plan Act funds in the county treasury, but they'll have to be spent by Dec. 31. The county received $480 million in ARPA allocations and another $500 million in 2020 Coronavirus Aid, Relief & Economic Security Act money. The federal infusions have been applied to "budget stabilization," community development, infrastructure projects and related programs.
Under the current budget, $2.6 billion is going to the Riverside University Health System, the largest set-aside in the spending plan, at 27% of total expenditures. The outgo translates to a 5.6% increase in healthcare-oriented obligations.
Public safety agencies are next, with $2.2 billion in expenditures, 8.5% more than last year's outlays and 23% of the composite budget, while the social services portfolio will get $2.1 billion in General Fund receipts, also representing an 8.5% increase compared to 2023-24 and comprising 21.4% of the budget.
A quarterly report on county finances is due in November.
