Tulsa, OK (July 12, 2025) – Medics and fire crews worked to assist those suffering from injuries after a traffic collision that occurred Saturday, July 12 on the southbound lanes of Highway 75 Expressway near the 8200 block in Tulsa County.

Emergency responders treated at least one injured individual at the scene. Officials have not released full details about the number of people involved or the severity of the injuries. Traffic on the southbound expressway was delayed while crews cleared the area and launched an investigation into the incident.

This portion of SB Hwy 75 is a high-speed corridor that serves both local and regional traffic throughout Tulsa County. Authorities are continuing to investigate the circumstances surrounding the crash.

Governor Kevin Stitt and OEM send Oklahoma's elite rescue units to Texas to support relief efforts as deadly flooding persists

There have been 43 fatalities, 15 of them children caused from sudden flash floods that swept parts of Central Texas, and state and federal officials are sounding the alarm for aid and resources to be concentrated in the area.

Oklahoma Governor Kevin Stitt announced in conjunction with the Oklahoma Department of Emergency Management (OEM) that the state is sending two Type III swift water rescue teams to Texas to assist in the ongoing flood response.

This is a joint team with members from Tulsa and Oklahoma City, along with boats trailers, and equipment. Officials say they are deploying today in response to the floods.

"As always, Oklahoma will answer the call to help our friends and neighbors during these devastating floods. That's the Oklahoma Standard, plain and simple," said Gov. Stitt. "I'm grateful to our elite first responders in Tulsa and Oklahoma City for their willingness to step up and help our neighbors once again."

In a collaborative statement, OKTF-1 announced the departing of the team to assist flood response efforts.

"The team's deployment is expected to last up to 14 days, though that could change depending on the needs on the ground," officials said.

Oklahoma City Fire Department also announced the details of their assistance party that will be heading to Texas Saturday evening.

"OKC Metro is deploying 6 personnel for a Type 3 Swift Water Response to assist with severe flooding in Central Texas," OKC FD said. "The skilled team includes 4 members from OKC Fire, 1 from Yukon Fire, combining forces to form the OKC Metro Task Force 1. They will check in later tonight in the Austin area, ready to provide critical support and rescue capabilities."

Tulsa will also be sending a 6-person swift water crew, showcasing Oklahoma's strong commitment to mutual aid and emergency response across state lines.

The National Weather Service continues to warn of life-threatening flash flooding across Central Texas, with more rain expected to exacerbate already dangerous conditions.

A Tulsa developer who established a $250 million multi-use area in Oklahoma City wants to bring the same to Tulsa — possibly to transform Utica Square.

“Utica Square is where I’m headed” if given the opportunity, said Ryan McNeill, founder of Veritas Development.

McNeill is the developer of OAK, a nearly 1 million-square-foot area near Penn Square Mall in Oklahoma City. It includes a hotel, apartments, several retailers and restaurants, office space, and a newly opened RH (formerly Restoration Hardware), which looks more like a mansion than a store.

The RH store alone is about 45,000 square feet and has an upscale rooftop restaurant.

OAK also includes an interior common area and $2 million in outside sculptures and art.

McNeill grew up in Oklahoma City and has lived with his family in Tulsa since 2007. He said it took years to conceptualize and establish OAK, along with financial backers, as well as to find the right location.

“There’s nothing quite like this in Oklahoma,” he told the Tulsa World. “It would be a dream for me to do something like this in Tulsa. It has to be in the right location.”

Given the recent announcement that Utica Square is for sale by Tulsa-based energy company Helmerich & Payne, McNeil said he’d jump at the opportunity to turn it into something like OAK.

Asked if his next development would be at Utica Square, he said, “It would be premature and presumptuous for me to say that.” But he added, “I’d love the opportunity, and that will be a process that we’ll be working through this summer, I think.”

McNeill graduated from high school in Oklahoma City but said he’s always had an affinity for Tulsa and Utica Square.

Growing up in Oklahoma City in the 1980s and 1990s, he said: “Tulsa always had the moxie over Oklahoma City. I think that Utica (Square) has a special place in Oklahoma and in Tulsa — as a true amenity to Tulsa and to Tulsans.”

The 20-acre OAK development, he said, is newer and different.

“But I’ve always thought of Utica (Square) as the belle of the ball when it comes to best-in-class retail in Oklahoma,” he said. “And that goes back to thinking about that as I grew up in Oklahoma City and looking up to Tulsa from there.”

Helmerich & Payne, which has owned Utica Square since 1964, announced that it has retained a national commercial brokerage firm to explore a partnership or sale.

McNeill moved to California after high school and worked in the restaurant business for a few years before transitioning into site development.

That happened after the restaurant he worked for in Sacramento, California, wanted to move to a new location but was essentially denied that option by a neighborhood group because of a drive-through car lane, he said.

He was 25 years old and found that he was the only person signed up to speak during the public neighborhood meeting of about 50 people.

“And for three hours, it’s just — they tear me open from end to end,” he said. The restaurant’s plans were scrapped after that.

He said the concept of “new urbanist” and OAK originated when he was in Sacramento after that restaurant experience and seeing creative mixed-used developments going on in California.

He and his family eventually moved back to Oklahoma.

The idea for OAK began in 2009, McNeill said, during Oklahoma City’s revitalization after the Oklahoma City bombing, and endured many delays, including those caused by the COVID-19 pandemic. The project finally got off the ground in 2022.

“The real magic in a project like this … is you’re trying to bring almost a European streetscape into this high-density new urbanist environment,” he said.

“And you have to make sure that you balance all of the needs and requirements of the different use types — like retail, hospitality, office — without any of them really sacrificing anything that serves their individual constituent. That’s really difficult.”

For example, he said, parking for retail, residential and a hotel may conflict with parking for a common space for live music, Oklahoma City Thunder watch parties and children’s play.

“We went through 300 different site plan iterations to come up with the one we settled on to make sure that each of the use types were harmonious with the other. And that’s how the magic gets created,” McNeill said of OAK.

He initially contacted RH in August 2018. The lease was signed about six years later.

RH built an entirely new prototype at OAK in what he said RH calls a large “gallery concept” found only in major U.S. cities such as Chicago, Dallas, New York and San Francisco and European cities such as Brussels and Madrid.

Smaller RH stores — such as the one at Utica Square, are about one-quarter the size of the one at OAK — and are in more than 100 locations across dozens of states in the United States.

“Retail kind of has to lead the show with this style of development. You have to check all of the boxes for retail; … they form the bell cow or the engine of the train,” he said.

“When you’re just starting and creating the vision, you kind of have to take it out to the street and go and solicit those tenants and try to recruit them.”

OAK has plans to expand, McNeill said. He declined to say the cost of the entire development but said, “It’s not uncommon for a project like this to exceed $250 million in capital.”

TULSA, Okla. — Oklahoma Task Force 1 (OK-TF1) members are heading to central Texas to assist with the flood response efforts in the area.

Flash flooding in central Texas has claimed the lives of 82 people with rescuers currently searching for missing people.

Included among the missing are girls from Camp Mystic, an all-girl Christian summer camp located along the Guadalupe River.

The Oklahoma teams were deployed as part of an Emergency Management Assistance Compact request to help support Texas as they continue their search and rescue operations.

Two Type 3 Swiftwater Rescue Teams, one from Tulsa and the other from Oklahoma City, will be heading to Austin, Texas where they will assigned to where they're needed most. The teams will be supported by the Tulsa, Bixby, and Skiatook fire departments.

According to Governor Stitt, Oklahoma is working to send out two members from the Oklahoma Department of Emergency Management (OEM) to the Texas State Operations Center to held coordinate interstate mutual aid requests.

"As always, Oklahoma will answer the call to help our friends and neighbors during these devastating floods," said Governor Stitt. "That's the Oklahoma Standard, plain and simple. I'm grateful to our elite first responders in Tulsa and Oklahoma City for their willingness to step up and help our neighbors once again."

OEM Director Annie Mack Vest stated, "Oklahoma personnel are well-trained and ready to assist the State of Texas through this deployment. The EMAC system ensures that experienced personnel are available to support flood response efforts where they're most needed. Our hearts are with those impacted by this unfathomable event and we pray for the safety of Texas and responders."

Projected upcoming rain is expected to worsen conditions in central Texas and the National Weather Service has stated life-threatening flash flooding is still a danger in the area.
