VIRGINIA BEACH, Va. — A Virginia Beach woman says she and her husband are still stranded in Jamaica after Hurricane Melissa severely damaged their resort.

Shari Watts-Ankeny, who flew to Montego Bay with her husband to celebrate their 10th anniversary, told 13News Now on Wednesday that they have spent the past several days in the resort's storm shelter. “We spent all day and all night in the resort's storm shelter. In fact, we are still here,” she said. “We are safe, but from what the staff tells us, the resort is destroyed.”

Watts-Ankeny described the scene after the storm passed as chaotic. Hot tubs on balcony areas were dislodged, glass doors were destroyed, and debris littered the property, forcing guests to remain in confined shelter areas. “We cannot go to our rooms or walk the property due to glass and debris all over,” she said.

Despite the conditions, she said staff have been providing hot meals and plenty of non-alcoholic beverages. Wi-Fi service, which went out during the storm, has only recently returned, allowing her to update family and media.

Watts-Ankeny added that resort staff will be helping move belongings and reassign rooms once it is safe. She remains grateful that everyone is accounted for and in good spirits, joking about the crowded shelter: “Right now I am in a confined space with 100 of my new sleepover friends. :)”

The resort, Excellence Oyster Bay, released a statement confirming that all guests and staff are safe. “We are deeply grateful to share that all our guests and staff are safe and unharmed after Hurricane Melissa yesterday,” the statement read. The resort said its team is carefully assessing the property for possible impacts and thanked everyone for their patience and support.

Travelers are still advised to exercise caution in Jamaica as recovery efforts continue in areas impacted by Hurricane Melissa.

While the owner cites a building past 'shelf life' and offers 30 months to tenants to find alternatives, business owners are feeling mixed about the teardown.

VIRGINIA BEACH, Va. — Small business tenants on Laskin Road near the Virginia Beach Oceanfront hosted a 'Rock the Block' party on Thursday evening.

Organizers told 13News Now it was a way to speak out about the building's pending redevelopment into a high-rise apartment space.

For the last several years, the storefront at 313 Laskin Road has featured flavorful food, music, art, and retail and event spaces, allowing creatives to bring their art to life near the Virginia Beach Oceanfront.

However, after years of holding off on a plan to tear it down, the family who owns the building strip said it believes it is past its "shelf life" and it is time for it to come down.

Johnathan Langman uses his space at 313 Laskin Road to build up creatives in spaces such as art and music at Ace Gallery.

He originally moved into the space to grow his furniture business. Once that passion moved to include creatives, he moved it off-site.

He said he believes, if they must move out, Virginia Beach will lose a staple strip on the Oceanfront.

“If we were to scatter, it would definitely kill the culture and community that has been built in the last 3 years," said Langman.

The building owner wants to bring new apartments, similar to the development that is already across the street, Summer House Apartments, and then move the shops underneath as a mixed-use development. The family believes it lines up with the motivations behind the city's Laskin Gateway vision, making the strip a second great artery to the Oceanfront boardwalk.

“We look across the street at Summer House, and it’s half vacant," said Langman.

András Schiff, a part of the family that owns the strip, said the tenants have known, each move-in, that this was the long-term plan, and said they've offered at least an additional 30 months so they can make other arrangements.

“We continue to see how we can work with our tenants to make sure they’ll be okay during this transition period. Offering 30 months was an opportunity for them to stay and find a good space," said Schiff.

However, Langman said, there is a lack of affordable places that tenants like him could move into at the Oceanfront.

“The Jewish Mother, these places that really had a grip and hold on culture in Virginia Beach, are replaced with national chain brands," said Langman.

“It has changed my life, it’s given me countless opportunities. The people who work outside this space are very important to the creative fabric of this region. They’re doing big things that I’ve never seen in Virginia, that make me stay in Virginia," said Marckel Kelo Bonds, with Coffee Black Arts and Entertainment business.

“We communicate with great regularity that the building is at the end of its useful life, and it will be redeveloped. We’ve been having this conversation for years," said Shiff.

Tenants are hopeful that a way forward could include an incentive program that could help them move back in after the new development.

“Creative community to fit back into this new building, to subsidize the higher rent, so the owner is still great, the city gets tax revenue, where everyone wins," said Langman.

What was approved by the Virginia Beach City Council last week was the sale of the building next to the 313 Laskin Road strip.

While some believe this move pushes the teardown of the building, the developer said that, regardless of owning both, the strip would be torn down.

The developer told city council members last week that they are a long way out from an actual construction date becoming a reality, and would see public input throughout the process.

Lisa Cardona has a grandiose idea. She’s opening the Palace of Pickleball, an indoor pickleball complex in Virginia Beach with year-round play for all ages and skill levels.

Cardona said she wanted to turn her love of the sport into a business. While brainstorming business ideas over coffee, her best friend casually suggested opening an indoor pickleball court.

“My eyes lit up. There wasn’t a single true indoor pickleball facility in the area,” Cardona said. “The idea instantly reminded me of my dad’s pioneering bingo spirit.”

The name is an homage to her dad’s business, Bingo Palace, which opened in the 1980s and was among the first bingo halls in Virginia Beach.

Pickleball’s popularity has skyrocketed, Cardona said, and there are not enough indoor courts.

“The few courts that are available indoors are inside basketball courts with too many confusing markings,” she said. “They don’t provide the experience players deserve. I want to create a place where players can improve their game, build friendships and enjoy the sport year-round in comfort and style.”

The 18,000-square-foot facility at 4239 Holland Road in the Timberlake area will feature seven courts, two locker rooms, a conference room for corporate events, vending machines and a retail shop. The interior will be decorated with a coastal theme.

The Palace of Pickleball plans to host clinics, leagues, tournaments, lessons, open play sessions, camps and social events. Open play for nonmembers will be $15, and a variety of annual memberships will be offered.

The business is offering sponsorships for court naming rights, tournaments and leagues. The goal is to open in January. A non-rated “Dink or Treat Tournament” is planned for Saturday at Lynnhaven Park (next to Lynnhaven Middle School) to raise awareness for the coming facility with costume contests, raffles and friendly pickleball competition.

Virginia Beach residents rally in support of 10-1 voting referendum ahead of Election Day

On the ballot in Virginia Beach this Election Day, voters will decide whether to keep the 10-1 system or adopt the 7-3-1 system.

VIRGINIA BEACH, Va. — The debate over how Virginia Beach should elect its city council members continues.

Several residents in favor of voting yes to the 10-1 voting system spoke out at Virginia Beach Town Center on Wednesday evening.

This November, Virginia Beach voters will have a choice between two options on their ballot: selecting either "yes" to 10-1 or "no" to 10-1, which would mean the city would adopt the 7-3-1 system.

The 10-1 voting system would have Virginia Beach voters elect a single city council member for their district (with the city divided into 10 districts) and the mayor. The 7-3-1 system would have Virginia Beach voters elect a city council member (with the city divided into seven districts), three at-large members of city council and the mayor.

Those in favor of sticking with a 10-1 system, speaking to 13 News Now on Wednesday, said they want equal representation in each district, and they believe three at-large seats would create a possibility for an unfair majority to emerge on certain voting items.

“A governmental system that’s for the people, and not for the Oceanfront developers," said Sean Monteiro, who is in support of voting yes for the 10-1 system.

Monteiro said he is nervous that a 7-3-1 system could allow the purse strings, in future elections, to be controlled by wealthy developers who back city council campaigns, gaining an edge with the possibility of three councilmembers residing in one district.

“Increase the district size, so your voice is diluted, and then most importantly, you have three more people, at-large that could come from anywhere in the city, and potentially even be consolidated," said Monteiro.

He said he believes that could push an unfavorable number of projects approved in one portion of Virginia Beach, leaving others to pay the price.

“While maybe it’s in the Oceanfront that gets all that love, people who live on the western side of the city have to deal with crumbling infrastructure," said Monterio.

Virginia Beach City Councilmember Cal "Cash" Jackson-Green said, before he took his council seat, he was for 10-1, but now believes 7-3-1 is right.

Before, it was hard for him to get out and gain insight from other districts, he said, before voting on items at council meetings related to those districts. It's something he said he believes a 7-3-1 system could help fix.

“Modified 7-3-1 allows me to have more representation as a district representative," said Jackson-Green.

When asked about the 7-3-1 campaign being backed by developers, Jackson-Green said he believes they are important to any city's infrastructure and must be included in a healthy conversation.

“In order for local politicians like myself to be effective and knowledgeable about how the system of business works, you have to meet with those who are in charge of building the local economy," said Jackson-Green.

Those for 10-1 said they are holding firm on what they call fair representation.

Election Day is November 4.
