CONYERS, Ga. (Atlanta News First) — It’s been one week since a fire broke out at the BioLab facility in Conyers.
Right now, nightly shelter-in-place warnings remain in effect throughout Rockdale County. The warning went into effect at 7 p.m. Sunday and ends at 7 a.m. Monday.
The extended order comes as chemical plumes continue to linger over the BioLab facility since last Sunday’s fire.
Rockdale County officials decided to extend the shelter-in-place over the weekend, based on findings from the Environmental Protection Agency (EPA). However, no official would go into detail on why.

Rockdale County Public Schools will return Monday with virtual learning for students. Officials also said the county’s courts and government facilities will reopen Monday.
Jacki Moore lives in Conyers, only about two miles away from the BioLab facility.
She watched the BioLab plant catch fire just seven days ago, as black and burned debris began falling all over her property.
“I saw the plumes in my yard,” Moore said. “Had to call in help to get my horses evacuated because as soon as I came out on my deck, I could smell the chlorine.”
This weekend, workers with GHD — hired by KIK Custom Products, BioLab’s parent company — cleaned up the black debris in her backyard.

“Because they’re being very secretive not telling us what it is, I’m suspicious that it’s something toxic,” Moore said.
Ashley Clotfelter also lives in Conyers. She feels left in the dark because of a lack of communication from local leaders.
“We don’t have the guidance, so we’re having to find it ourselves,” Clotfelter said.
Chris Hall was picking up debris from the fire on Sunday.
“The not getting a lot of answers is the most frustrating part,” he said. “I’m trying to be optimistic otherwise. That’s the best thing we can do, anyhow.”
Outside the Georgia State Capitol on Sunday afternoon, a group of activists hoped to put pressure on politicians to shut down the BioLab Plant.
Bezal Jupiter is an organizer for the group, called the Party for Socialism and Liberation.
“Other incidents have happened three times over the past 20 years,” he said. “Th happening once is too many times. BioLab needs to be shut down.”
The EPA is leading the investigation into what happened at BioLab. We’re told they are monitoring air quality levels in the area, and at this time they say chlorine levels are safe.
BioLab has created a resource website that includes information on debris pickup.

ATLANTA, Ga. (Atlanta News First) - Three employees from Atlanta’s Department of City Planning were caught accepting bribes in exchange for special treatment of pending permit applications, according to the city’s Office of the Inspector General (OIG).
The October report alleges that two permit technicians with the Office of Buildings’ light commercial division, Shaener Magee and Shaniecia Tucker, and their supervisor, Angela Epps, accepted thousands of dollars in on-the-side payments using the popular money transfer app Zelle.

Magee accepted at least five payments ranging from $75 to $450 from January 2022 to February 2023, the OIG said. She resigned from the office in April 2024.
Tucker received at least four payments ranging from $200 to $1,200 from November 2022 to April 2023, the OIG said. She was previously fired for issuing a permit based on falsified contractor license credentials, according to the OIG.
Epps received five payments from an electrician ranging from $50 to $200 from July 2021 to August 2022, according to the OIG. Three of those happened in the same month that Epps helped with a permit application.
Epps is still listed as the light commercial division’s project manager on the Department of City Planning’s website. The OIG did not comment on Tucker’s current employment status.
The OIG began investigating the issue in March 2023, when a customer complained that Magee tried to solicit a $500 payment to have a permit application reviewed. The customer also said Magee offered $1,500 for an expedited review.
While investigating Magee, the OIG found the other payments allegedly issued to Tucker and Epps.
Customers used to be able to pay the city an extra fee for expedited service, but that option was discontinued years ago, according to the OIG.
Before the COVID-19 pandemic, all documents had to be submitted to the office in person. But when employees began to work from home, the department started accepting digital documents, the OIG said.
“There’s so much fraud in this industry and the only way to be able to mitigate it is to have it in a space where you can control it, and you can control it when it’s in your face,” an unidentified Office of Buildings employee told the OIG during their investigation. “I can’t control you giving me somebody else’s signature through the internet, but you can’t sign for somebody else if you’re standing in front of me.”
The OIG recommended a handful of changes to the Office of Buildings’ workflow. Some include implementing a system to flag permits that go through the approval process too quickly, making sure all emails to customers go through a shared inbox and training customers and employees on how to report suspicious activity.

ATLANTA, Ga. (Atlanta News First) - Cleanup continues after Hurricane Helene tore through Georgia communities in late September. Now, local organizations are pitching in to help.

Big Miller Grove Baptist Church in Stonecrest is collecting donations throughout the week to deliver to Augusta.
They are accepting first aid kits, non-perishable food, toiletries, cleaning supplies, water, and charcoal.
“Right now, we’re going to focus on Augusta, which is in our backyard,” said Outreach Director Kathy Cain.
She said they will gather donations over the week and then drive it all to Augusta themselves to target the areas that people are struggling to get in and out of.
She said when she saw the devastation in Augusta, she knew they had to help.
“I was horrified, seeing they were so decimated by all of those trees, the flooding, homes without electricity,” she said.
They’ve already collected a lot of supplies, but they’re asking the community to keep showing up.
“We take for granted every day that we have these things and it’s not a given that you’re going to wake up every morning and have the things that you need. Only then do you realize that you need help from extended outside people. so we are so grateful that we are going to be a helping hand to the community,” said Cain.
To participate, you can go to 3800 Miles E. Fowler Way from 10 a.m. to 3:30 p.m. on Saturday and Monday through Friday of next week.
This is not the only organization offering a helping hand to the people hit hard by the hurricane. The Dekalb County Sheriff’s Office is also accepting donations.
They’re asking for similar items in addition to children’s items, blankets, and sleeping bags.
They will accept donations through Tuesday from 8:30 a.m. to 4:30 p.m. before taking them to Augusta and Uvalda.
Dekalb County also partnered with The Nickey Gregory Company to ship eight trucks full of 5,000 boxes of food and supplies. Those trucks left Atlanta for Augusta early Friday morning.
Atlanta News First and Gray Media are partnering with The Salvation Army to provide aid for Hurricane Helene relief. The disaster relief operation is asking for donations from viewers to provide emergency food, drinks, emotional and spiritual care and long-term recovery resources to those affected, they said. GEORGIA — The Peach State recently got some egg-citing news: one of the best foodie cities in the U.S. in 2024 is found in Georgia, a new survey says.
The personal finance website WalletHub said Atlanta ranks 11th among competitors in Florida, California, Pennsylvania and New York.
Sandwiched between No. 10 San Diego and No. 12 St. Louis, Atlanta churned an overall score of 63.24 on WalletHub's national list.
Experts analyzed two categories, affordability and diversity, accountability and quality, in 182 cities. Atlanta ranked 167 in the former and seven in the latter category.

At No. 1, there is no yolk about Miami being the best foodie city in the U.S., per WalletHub's ranking. The South Florida town's overall score was 74.37.
San Francisco (No. 2) and Orlando (No. 3) followed suit with 71.66 and 71.43 scores respectively.
“In the best foodie cities, including Miami, Fl, San Francisco, Ca, and Orlando, Fl, there are tons of unique culinary experiences to try, from food trucks to specialty-food stores to Michelin-starred restaurants," WalletHub analyst Chip Lupo said in the report.
"The top cities cater not just to people who enjoy dining out, but also to foodies who enjoy putting their own skills to the test by exploring new flavors in their own kitchens. In addition, these cities make delicious dining affordable for residents and visitors alike.”
In evaluating 28 metrics, analysts reviewed factors such as grocery costs and the affordability and accessibility of high-quality restaurants.
The worst foodie city in the U.S. is Pearl City, Hawaii, according to WalletHub. The cost of groceries is highest in Santa Rosa, California; but, the best average food and wine price can be found in Missoula, Montana.
