Milton is rapidly intensifying. Satellite images indicate very deep convection in the eyewall and hints of an eye starting to appear. The last fix from the aircraft showed that the central pressure was down to 985 mb, about 3 mb less than 80 minutes prior, and winds supporting 70 kt at the surface. Since that time, satellite images continue to show further organization, and the initial wind speed is set to 75 kt.

Milton is moving just south of due east at about 6 kt. This equatorward motion has been more than expected probably due to a stronger low/ mid-level frontal low over the northeastern Gulf of Mexico. The frontal feature is forecast to weaken while it moves across Florida and gradually lose its influence on Milton. This evolution should allow the hurricane to turn eastward on Monday and then accelerate to the northeast on Tuesday and Wednesday toward the Florida Peninsula ahead of a trough moving offshore of Texas. The NHC forecast is a bit south of the previous one through 48 hours, following the trend of the guidance at that time, and the government of Mexico has issued a Hurricane Watch for a portion of the northern coast of Yucatan. Later on, the guidance is similar to, or slightly north of the last cycle, and very little change is made to the forecast near Florida. It should be noted that the average NHC track error at day 3 is around 100 miles, and users should not focus on the exact track.

The intensity forecast appears straightforward at first, with rapid intensification likely while the small hurricane remains within light shear and over very deep warm waters. Intensity guidance is about as bullish as I’ve seen in this part of the basin, with almost everything showing a peak intensity of category 4 or 5 in the southern Gulf of Mexico in a day or two. The NHC forecast is raised from the previous one and lies near the intensity consensus model and still could be too low. Later on, vertical wind shear is forecast to markedly increase as Milton approaches Florida, and some weakening is anticipated. However, the regional hurricane models are showing the system growing even if it weakens, and we are expecting Milton to be a large hurricane at landfall, with very dangerous impacts spread out over a big area. There is increasing confidence that a powerful hurricane with life- threatening hazards will be affecting portions of the Florida west coast around the middle of this week. Residents there should closely monitor this system and listen to local officials.

DISCUSSION AND OUTLOOK ———————- At 100 PM CDT (1800 UTC), the center of Hurricane Milton was located by an Air Force Reserve Hurricane Hunter aircraft near latitude 22.5 North, longitude 94.0 West. Milton is moving toward the east near 6 mph (9 km/h), and this general motion is expected today. An eastward to east-northeastward motion is forecast on Monday, followed by a faster northeastward motion on Tuesday and Wednesday. On the forecast track, Milton is forecast to move north of the Yucatan Peninsula and to move across the Gulf of Mexico and approach the west coast of the Florida Peninsula by midweek.

Maximum sustained winds have increased to near 80 mph (130 km/h) with higher gusts. Milton is forecast to rapidly intensify during the next couple of days and become a major hurricane on Monday.

Hurricane-force winds extend outward up to 20 miles (30 km) from the center and tropical-storm-force winds extend outward up to 80 miles (130 km) from the center.

The estimated minimum central pressure is 988 mb (29.18 inches) based on Air Force dropsonde data.

RAINFALL: Rainfall amounts of 5 to 8 inches, with localized totals up to 12 inches, are expected across portions of the Florida Peninsula and the Keys through Wednesday night. This rainfall brings the risk of locally considerable flash, urban, and areal flooding, along with widespread minor to moderate river flooding with major flooding possible.

Milton will also produce rainfall totals of 2 to 4 inches across portions of the northern Yucatan Peninsula.

WIND: Tropical storm conditions are expected in the Tropical Storm Warning area in the Yucatan Peninsula Monday night and Tuesday and possible in the watch area on Tuesday.

These swells are expected to spread northward and eastward along much of the Gulf Coast by early next week, and could cause life-threatening surf and rip current conditions. Investigation: UPMC jet frequent flier to Florida city where CEO owns condos

FINDLAY TOWNSHIP, Pa. —

Action News Investigates has learned the most frequent destination for UPMC’s $50 million leased jet is a Florida city where UPMC CEO Leslie Davis owns property.

In July, WTAE asked Davis if she had any concerns about UPMC leasing a new jet at the same time it was laying off 1,000 employees.

"No, we have no concerns. We have lots of tools and lots of things we do to manage UPMC. We have lots of robots and things that take care of patients in the operating room, and we have transportation issues related to our executives and our physicians when they travel abroad. And so, everything is scrutinized and looked at very carefully," Davis said.

Flight tracking records show the jet flies all over the world, including Italy, Ireland and Croatia, where UPMC owns hospitals.

But the most frequent destination is Boca Raton, Florida, where UPMC does not own a hospital. The hospital chain does have a partnership with a pharmaceutical company based there.

Property records show Davis, who earned $11 million last year, owns two oceanfront condos in Boca Raton with her husband. Davis herself owns a third condo in Boca Raton, where her mother lives.

Flight tracking records do not show names of passengers, but they do reveal the UPMC jet made stops in Boca last year in October and November and in nearby Palm Beach in December. And this year, it flew to Boca in January, February, April and May.

On April 23, the jet went from Pittsburgh to Boca. It flew back to Pittsburgh on April 24, the day UPMC announced layoffs.

Then it returned to Boca April 25. The UPMC jet was on the ground for just 40 minutes before returning to Pittsburgh.

Action News Investigates asked UPMC multiple times if Davis was on any of the Boca flights and if any flights were for personal reasons. UPMC did not respond.

Earlier this year, UPMC spokesperson Paul Wood said, "The leased jet is used for essential and efficient business travel."

"Right now, I don't think there are a lot of charities that are flying private jets around," said Pitt law professor Philip Hackney, a former IRS official who is an expert on nonprofits like UPMC.

He said UPMC is disclosing use of the jet on its public tax return, so there does not appear to be a legal issue.

"We might question the charity's use of resources, but it's not a legal tax issue if it's been done that way," Hackney said. "There were just layoffs of employees at UPMC, and so that creates an optics issue."

Earlier this year, Action News Investigates asked two UPMC nurses about the hospital chain's use of a new jet during cutbacks. The nurses asked not to disclose their identities for fear of retaliation.

"It just feels like it's for this corporate greed instead of concern about their patients," one nurse said.

The other nurse was asked what message UPMC is sending by leasing a new jet.

"That we're expendable," the nurse said.

Every three years, the IRS reviews nonprofit hospitals to ensure they are providing adequate benefits to the community. Several years ago, a think tank report blasted UPMC for being among the worst hospitals in the country for community benefits. A UPMC spokesperson called that study fundamentally flawed and said it gives more than $600 million a year back to the community.
