El Pasoan Wayne Thornton, Sun Bowl Association president in 2005, has been named the Grand Marshal for the 2024 Glasheen, Valles & Inderman Injury Lawyers Sun Bowl Parade, set for Nov. 28.
Thornton, who retired from the El Paso Parks and Recreation Department in 2020 after a 43-year career, felt pretty royal when the announcement was made on Nov. 14. He retired as spokesperson of the department.
"It is a very, very special honor. ... I remember being a young student at UTEP and reading the paper about the Sun Bowl and what they did for this community, reading about the John Folmers, the Jimmy Rogers, being involved in things that make the city grow together," he said.
"I said to myself one day, 'I wish I could be a part of doing what they're doing.' And to be here today and to be honored in this way, in this fashion, is just unbelievable," Thornton added. "When you're a senior employee for 43 years, working at the Parks and Recreation — you never think you'll be on a stage as grand as this. This is royalty, this is special."
Michael Guerra, Sun Bowl Association President for 2024, said Thornton was a special person who deserved the honor.
"He continues to push the Sun Bowl forward, continues to be an incredible advocate for youth and sports and our entire community in sports. There are not very many people here who can also say they have a facility named after them as well," he said. "He's a very special friend to the Sun Bowl and a very special friend of mine."
The 88th Annual Glasheen, Valles & Inderman Injury Lawyers Sun Bowl Parade is one of El Paso's most treasured traditions. It is considered to be the most attended event in El Paso, drawing about 200,000 or more people each year.

Here is what to know about the Thanksgiving parade for 2024.
The parade starts at 10 a.m. at the intersection of Montana and Ochoa streets and proceeds on Montana Avenue until it reaches Copia Street, where it tails off. Families, however, start arriving and parking near the parade route before 8 a.m. to get a good spot.
This year’s parade theme is “Celebrate, Honor & Remember All the Heroes Who Have Served.” Jim Lawrence, Sun Bowl Parade Chairman said the theme is a beautiful tribute to all who have served in the military.
The floats' inspiration will range from veterans and medical professionals to women workers during World War II through the iconic Rosie the Riveter.
The parade will feature 22 floats and seven bands/drum lines, including Pebbles, which is also going to the Rose Bowl Parade and Mayfield High School out of Las Cruces, N.M.

The El Paso Downtown Lions Club organized the first parade in 1936, and it has become a family tradition for thousands of El Paso families over the years. The parade was held on New Year's Day until 1978 when the Sun Bowl Association switched to a Thanksgiving Day celebration, which has been the tradition ever since.
Live coverage of the parade on local affiliate Channel 9-KTSM will start at 10 a.m. and will be simulcast on KTSM.com.
For the best seats, make sure to get the $10 tickets for the review stand, located at 1600 Montana Ave. The tickets also provide access to portable restrooms. Tickets are available in advance at any Vista Market stores in El Paso. Tickets will not be available on the day of the parade.
For those who like to park their cars or recreational vehicles a day before the parade, note that cars will not be able to block intersections along Montana Avenue and side streets. They could be towed.

EL PASO, Texas (KFOX14/CBS4) — After a lengthy court hearing, El Paso County and the nightclub Chicas Locas have reached a preliminary agreement that could allow the club to reopen in March 2025, effectively ending ongoing litigation.
"This effectively ends any bad actions or bad conduct by the business that operated at 11377, whether it was Jaguars or Chicas Locas. This will end that litigation," Amy Monsivais, a principal attorney for El Paso County, said.
The agreement stipulates that Chicas Locas must comply with several conditions before reopening.
Monsivais outlined these requirements, stating, "They have to show that they've already shown that they've complied with all of the city requirements with the fire department and city ordinances. They have to show that they can get either peace officers hired as security off duty or level four security guards. They have to post a $10,000 bond."
During the hearing, undercover law enforcement officers testified about dancers at the club wearing "liquid latex," which attorneys for Chicas Locas argued is a court-approved covering.
Monsivais noted that the city is responsible for addressing such matters, as it maintains the sexually oriented business ordinance.

"The city is the one who issues and maintains a sexually oriented business ordinance for the city. This business is located in the city, so that's something that the city would have to address," Monsivais said.
The county expressed satisfaction with the hearing's outcome, which has been months in the making.
"We started this process back in February of 2024," Monsivais said. "With the violation of the agreed order, we've actually shut them down for more than a year. I think it's fair."
Both parties have until December 6 to finalize the agreement and present it to the judge.
If any part of the agreement is violated, Monsivais said another hearing will be scheduled.

“We have some of the highest taxes in the state, we’re number six in the country with taxes,” businessman Renard Johnson said at a recent candidate forum.
“El Paso has the third highest residential property rate among the 50 largest cities in America,” District 1 city Rep. Brian Kennedy says on his campaign website.
Complaints about property tax bills – including assertions that they’re much higher in El Paso than elsewhere – are common in traditional media and social media. But statements that suggest El Pasoans pay higher taxes than other cities, especially in Texas, are incomplete or misleading at best.
That’s because the claims focus solely on tax rates and ignore the second, equally important part of the equation that determines your property tax bill: the taxable value of the property.
According to the National Association of Realtors, the median home price in El Paso is significantly lower than in eight of Texas’ 10 most populous counties.

As a result, average property tax bills in those eight large counties are 27% to 119% higher than in El Paso, according to data from the Tax Foundation, a nonpartisan research group. Their research shows the median residential median property tax bill for each county in the United States, meaning half the residential bills in that county were higher and half lower.
Only Hidalgo County, in South Texas, has a lower median home price and a lower median property tax bill than El Paso among the state’s largest counties.
The Tax Foundation notes that Texas has one of the highest effective property tax rates in the country, largely because it doesn’t levy a state income tax and relies on property taxation to fund many government services. So local property tax bills in Texas are among the highest in the country. State income taxes in Texas, of course, are the lowest.

In Texas metro areas, most property owners pay property taxes to city and county governments, and school districts. In some areas, property taxes also go to districts providing health, water and higher education services.
An important component of the impact of taxes is income levels. A $5,000 tax bill is a bigger deal to someone making $50,000 a year than it is for someone making $500,000 a year.
In addition to having significantly lower home values than most other heavily populated Texas counties, El Paso County also has lower income levels.

El Paso’s median household income – meaning half make more and half make less – was just over $55,000 in 2023, the most recent year available. The eight large counties with higher property tax bills than El Paso have income levels that are 21% to more than 100% higher than El Paso; Hidalgo County’s income level is about 11% lower.
Calculating the median property tax bill as a percentage of median household income shows that property taxes in populous Texas counties generally consume about 6% of a typical family income. El Pasoans – on average – pay slightly below that.
Few, if any, people would say they’re undertaxed. It’s little consolation to someone paying their El Paso property tax bills in the coming weeks to know that people elsewhere in Texas pay much more.
But in a state with a longstanding policy of heavily relying on property taxes for funding government services, El Pasoans don’t face a tax burden that’s greater than other Texans who live in and around big cities. If anything, El Pasoans pay less in property taxes than other Texans who live in large metropolitan areas.

EL PASO, Texas (KFOX14/CBS4) — A Lower Valley water well tested positive for E. Coli bacteria, according to officials with El Paso Water and the Texas Commission on Environmental Quality.
The bacteria was found after routine water sample testing.
The "raw groundwater" was found to have bacteria on Tuesday.
El Paso Water officials took the well out of service and disinfected it on Wednesday.
The water well is located at the 900 block of Kessler Drive.
El Paso Water has about 157 wells throughout the city.
Testing at the wells is conducted monthly.
Officials said the water is safe to drink.
Officials did say however that E. coli bacteria can make people sick and is a more concern for infants, young people, and people with weak immune systems.
In a press conference, held Wednesday afternoon, Richard Wilcox, the water supply manager for EPWater, reiterated that the water is safe to drink as it's filtered before it's sent out.
"I don't anticipate anyone getting sick from this event," Wilcox said.
He also clarified that while it is uncommon, sometimes these incidents happen when dealing with "raw groundwater."
Regarding the next steps, Wilcox said another sample will be tested on Thursday and will know by Friday if the presence of the bacteria is still on the well or not.
If E. Coli is still present they will keep working on it until it tests negative.
When asked if the issue will affect residents' water supply in the area, Wilcox said no as EPWater has several water resources it uses to continue pumping out water.
When questioned how E. Coli got into the water well, Wilcox said they currently don't know and they might never know as it is something very difficult to determine.
"We are working on it and doing our best to figure out how it happened," Wilcox said.
