The New Haven Fire Department responded promptly to reports of the incident, which involved a female occupant trapped inside the vehicle, which had overturned onto its side.

Upon arrival, firefighters quickly assessed the situation and stabilized the vehicle using various support methods and tools. The extrication process commenced, and the occupant was safely removed from the vehicle. Remarkably, she was alert and conscious immediately after the roof was cut off using multiple Jaws of Life tools, with many firefighters collaborating to ensure her safe extraction. The patient was subsequently transported to a nearby hospital for medical treatment.

New Haven public schools are getting a big budget boost: $8.5 million to help cover operating costs and make building upgrades.

The funding comes after calls from parents, teachers and students about infrastructure concerns inside school buildings.

“This has been the effort of people voicing concern, people that are committed to ensure that our children again get the public education that they deserve,” said superintendent Dr. Madeline Negrón.

Mayor Justin Elicker announced the funding in a Thursday end-of-year budget update, where he said the city has $16.4 million in surplus savings. He’s proposing $3 million of that go to operating expenses and $5.5 million from unused ARPA funds go to capital improvements.

Elicker said the money will help after calls for action over building conditions that he says haven’t been maintained enough over the years.

“Our buildings in some cases have libraries, or a library that is closed because there’s mold in the building, our buildings have leaks in them,” he said, adding that there are also breakdowns with HVAC systems.

New Haven Federation of Teachers union president Leslie Blatteau has been a leading voice in addressing the infrastructure issues. Most recently, she was part of a demonstration on Monday calling for more federal funding for public schools.

“It’s really powerful to have an action and then see a response come directly a few days later,” Blatteau said. “And again, we want to make sure accountability and transparency are a part of this.”

She says she’s excited about the money, which means layoffs are off the table, and there’s funding for building repairs. She says wants to make sure their voices will continue to be heard.

“We need to know that the community and labor will be at the table for those decisions for how that $5.5 million will be spent for capital funds,” Blatteau said.

Superintendent Madeline Negrón said there’s a list of projects that need to get done - and now there’s a way to address the immediate and long-term issues.

“It’s a great start, we know it’s going to take more, but again this is the power of collective advocacy,” she said.

This is the fourth year that the city has ended with a positive budget after facing a $66 million dollar budget shortfall in 2021.

“And so when you look back to three years ago when we were at, frankly a real crisis moment and how dramatically our situation has changed, it is because the state has increased their funding, it’s because Yale has increased their funding, it’s because of the work our team has done to really use that funding in a way to stabilize our finances,” Elicker said.

The city has also made a dramatic turn in its savings. Elicker said the rainy-day fund was negative $10 million dollars in 2018. With the remainder of the year’s $13.4 million dollar surplus, there’s now more than $50 million dollars in the city’s savings fund.

“The city of New Haven's financial situation is on stronger footing than it has been in many, many years, and we have a lot more work to do,” Elicker said.

He went on to say the city still faces serious challenges. They have $2.5 billion in unfunded liabilities due to underfunded pensions, overborrowing over decades and retiree healthcare payments.

And, while they’re contributing more to the pension payments and have now $50 million in savings, the mayor says financial planning points to a goal of $113 million in savings.

NEW HAVEN — In response to the financial challenges facing local schools, Mayor Justin Elicker is proposing the city allocate a portion of its approximately $16.4 million budget surplus for fiscal 2023-24 to support New Haven Public Schools.

"Our schools are struggling,” Elicker said during a Thursday morning news conference, outlining the need for increased funding and maintenance in New Haven’s school facilities. He highlighted the deteriorating conditions of the buildings, citing issues such as closed libraries due to mold, leaks in the infrastructure, and malfunctioning HVAC systems. Over the years, he said, the lack of adequate maintenance has taken a toll on the facilities, leaving the district with a lot of work to do.

To help the district, Elicker is proposing to the Board of Alders that $3 million of the budget surplus be allocated to the district's budget while the remaining $13.4 million be deposited into the city's rainy-day fund.

For the 2024-25 school year, the district requested a $220 million budget but was granted only an estimated $208 million, leaving a projected deficit of about $12 million.

The district faced some tough decisions, and layoffs were considered an option. The $3 million would support the district's operating budget, ensuring no layoffs during this school year, Elicker said.

“The city is doing our part,” Elicker said. “We are doing our part to help support New Haven Public Schools.”

In addition to the proposed $3 million from the surplus, Elicker also recommends reallocating $5.5 million from the American Rescue Plan funds to support the district's budget. The $5.5 million would be used for maintenance capital.

The city has increased the district's budget by 48 percent over the past five years, the mayor said.

New Haven Public Schools Superintendent Madeline Negrón said she is confident the Board of Alders will approve the proposal.

Thirty-nine of the district's 41 schools need maintenance, with potential costs reaching into the millions, perhaps billions of dollars, according to Negrón.

She expressed hope that work could begin soon, though the timeline will depend on the approval process.

“We are very grateful for the city’s contributions,” Negrón said. “But we need to continue to work together to increase the advocacy at the state level and the governor because we know we are going to need more.”

Up and down the East Coast, dockworkers of the International Longshoremen's Association are taking a stand, going on strike against the United States Maritime Alliance.

“We’re fighting for a fair contract and to protect our jobs from automation,” said ILA International Vice President Bernie O’Donnell.

The strike has halted productivity at dozens of ports from Maine to Texas, but at Connecticut’s New Haven Terminal it’s been business as usual.

“We’re not anticipating any direct impact to the Connecticut ports,” New Haven Port Authority Executive Director Sally Kruse.

According to the Connecticut Port Authority, that’s because Connecticut doesn’t accept container cargo, which is the type of imports handled by members of the ILA.

“Connecticut doesn’t have any ports that ship containers and so the materials are managed differently and in fact the primary material that comes into New Haven is petroleum products,” Kruse said.

But that doesn’t mean Connecticut consumers won’t feel an impact.

“If the strike drags on for an extended period of time consumers in Connecticut can expect higher prices and potential shortages on a wide range of popular foods staples,” said Connecticut Food Association President Wayne Pesce.

Pesce said it’s perishables and other imported goods that will most likely be impacted first should the strike continue.

William George, Director of Research at ImportGenius, used bananas as an example.

“The time it takes for them to ripen is factored in to when they’re harvested and the temperatures they’re kept at on these boats, and so if you start to have them stuck on boats or on the dock for days to weeks then all of a sudden you could have completely unsellable bananas as soon as they’re unloaded,” George said.

George says a week-long strike at ports outside Connecticut could cause a month-long snarl in supply chains.

“It’s not a local economy, it’s a regional economy and so if you’re trying to buy things from Walmart, Target, major importers–you’re not worried about your local port, you’re worried about New York, Newark, you’re worried about Savannah and Houston and those are really in trouble right now,” George said.

Experts said that household products like paper towels or toilet paper are expected to be impacted by the strike.

NEW HAVEN — Zachary Chernak, who teaches visual art at Cooperative Arts & Humanities High School, usually creates his art in solitude — but not this Saturday.

On Saturday, the 7th Annual New Haven Chalk Art Festival will be all about community and fun, along with eye-catching art and live jazz, a roaming magician, face painting, a Family Fun Zone with free chalk for the first 200 children, and free drawing lessons from a professional artist.

"Usually, arts are like this solitary thing," Chernak said. "The thing I like most about doing the chalk arts is people are walking around while you're doing it. It's almost like performance art. It's a great way to connect with other artists and other people. It's just a really great event."

About 80 artists are expected to take part in the festival, where visitors can stroll around The Shops at Yale's Broadway and Chapel Street shopping districts, listen to live music, grab a bite and check out the artwork from noon to 4 p.m. Admission is free, and free parking is available. According to a news release from David DelVecchio, director of Real Estate Asset Management at Yale University Properties, the rain date is Sunday.

Chernak has participated in all the previous New Haven Chalk Art Festivals and looks forward to the event all year.

"I do it for fun," Chernak said Friday, but "there's competitions. There's prizes."

A record 88 artists have registered for the event, and the number is expected to grow to about 100 by Saturday, DelVecchio said in an email.

“I love showcasing my art in public spaces, but opportunities like the New Haven Chalk Art Festival are rare,” Chernak said in a news release. “I’m excited to connect with artists from across Connecticut, expand my network and enjoy a fun afternoon with The Shops at Yale, who have been incredibly supportive over the years."

Art will be created on the spot and will adorn the Chapel and Broadway shopping districts, including Broadway Island at 56 Broadway and the Yale University Art Gallery patio at 1111 Chapel St., said DelVecchio.

The art will include "intricate and imaginative Halloween and fall-themed chalk-art creations," as well as more general work, with artists competing for prizes based on viewers' notes, DelVecchio said.

More than $2,800 in gift cards will be awarded to winners in various categories. The grand prize is a $1,000 gift card to Hull’s Art Supply & Framing.

Attendees can take advantage of complimentary parking at the Chapel-York Garage at 150 York St. by getting a validation stamp at The Shops at Yale tent on Broadway Island.

The Family Fun Zone will be in the Ezra Stiles College courtyard behind the Apple store, according to the news release.

There, children can draw their chalk art with supplies provided by the Broadway Merchants Association, get free drawing lessons from The Giggling Pig Art & Party Studio and have their faces painted.

The festival will also feature live jazz performed by local musicians, a strolling magician, craft activities, free kettle corn and exclusive shopping and dining deals offered on Saturday and Sunday, with vouchers available at The Shops at Yale event tables.

Shoppers will be able to enjoy discounts of up to 25 percent at participating retailers in the Chapel Street and Broadway districts, along with $1.99 food specials, according to the release.

Artists interested in participating must register in advance to reserve a space. The age divisions are teen (ages 13-17), adult (ages 18+), and adult group (13 and older with a minimum of two artists). There is no entry fee.
