The Santa Clarita City Council continued a public hearing Tuesday night on the matter of the proposed Promenade Flats Mixed-Use Project, which would be built near Cinema Drive.
Built within the existing Santa Clarita Plaza Shopping Center, the Promenade Flats project would create a new four story mixed-use building in the existing parking lot behind the current IHOP building. The first floor would comprise of commercial space with 30 one-bedroom apartments in the floors above.
The project also includes covered residential parking and a new parking lot with 40 parking stalls in the southwest corner of the shopping center to support the commercial uses.
An appeal issued by the neighboring development, Cinema Park, LLC, citing insufficient parking and concerns that residents and customers would park on Cinema Park property just to the north.
The project was placed on the agenda for the regular City Council meeting on August 27, 2024. Prior to opening the public hearing, the City Council voted 4-1 to continue the item to October 22, 2024, in order to provide additional time for review
“I don’t object to the apartment building. I object to the fact that this probably could have been put together in a way that worked for everybody,” said councilmember Laurene Weste. “You have a lot of tenants that are doing a good job in the city. They’re producing a lot of things. I use the cake lady. I use the hair salon… these gentlemen, they have a right to make money. They have a right to improve their property. What we don’t have a right to do is destroy people that are already there.”
Weste went on to point out that she was not pleased with the proposed parking arrangement for the project, which would place most new spaces out of sight of main travel routes and potentially pose security risks.
“I am in favor of mixed use development and infill when it’s the right project in the right location. This project does not meet that criteria for me,” councilmember Marsha McLean said. “Laurene pointed out very well that where that parking lot is, you’re putting people’s health and safety at risk. The other thing that you’re putting at risk is the businesses that are there now, such as the Tea Garden and Jill’s Cake.”
“You’re putting their health and safety at risk, because if there’s no parking, people are not going to frequent their businesses, and they’re going to go out of business. That’s not what I was elected for,” McLean concluded.
Citing state guidelines, the Santa Clarita City Council ultimately decided to deny the appeal and approve the Promenade flats project with a 3-2 vote, councilmembers Weste and McLean the negative votes.
In addition, the City Council adopted a resolution to support the City of Santa Clarita’s (City) efforts to be designated as a Clean California Community. This recent action highlights the City’s continued dedication to environmental responsibility and community pride.
“Our City has always made it a priority to protect our natural environment and plan for a sustainable future,” said City of Santa Clarita Mayor Cameron Smyth. “Earning a Clean California Community recognition would demonstrate the high level of commitment Santa Clarita has to keeping our City clean and green, benefitting the lives of current and future residents.”
