Understanding the rules for political donations in Missouri — and ensuring adherence to state campaign finance and ethics rules — is a full-time job, and there’s a whole agency responsible for it. Until her retirement earlier this year, Liz Ziegler was executive director of the Missouri Ethics Commission — the governmental entity responsible for enforcing the state’s complicated slate of campaign finance and ethics laws. Prior to becoming executive director in 2018, Ziegler was the commission’s general counsel.

Keeping up with the changes in Missouri law has been a challenge.

In 2006, lawmakers removed campaign donation limits to candidates only to have the Missouri Supreme Court reinstate them a year later. In 2016, state voters approved a constitutional amendment that imposed a $2,600 contribution limit on candidates for statewide, legislative and judicial offices.

A bigger part of that 2016 law, Ziegler said, were the prohibitions imposed on candidates. “No longer could candidates receive direct contributions from corporations and unions, candidate committees could not give money to other candidate committees or political action committees,” she said.

“It has been a bit of a whirlwind,” explained Ziegler on the Politically Speaking Hour on St. Louis on the Air. “It was really kind of back and forth.”

The Missouri Ethics Commission has also faced challenges this year because not enough commissioners have been able to meet to form a quorum. That rendered the commission unable to take actions on complaints.

Missouri House’s new committee to study fallout of St. Louis radioactive waste

JEFFERSON CITY, Mo. – A new Missouri House committee will study the fallout of radioactive waste and World War II-era nuclear weapons production in the St. Louis region.

The initiative aims to address the long-term health, environmental, and economic consequences of nuclear weapons production in Missouri, most notably St. Louis through the Manhattan Project.

The special interim committee will hold its first meeting on Oct. 15 to gather testimony from impacted residents, former nuclear waste workers, and environmental experts. From there, the committee intends to recommend legislation to protect public health, ensure remediation efforts and possibly provide relief for impaired communities.

The following Missouri House representatives will serve on the committee:

“We must take a comprehensive approach to address the lasting impact of nuclear weapons production in Missouri,” said Rep. Byrnes (R-Wentzville) via a news release. “The health and well-being of our residents and the environment are at stake. This committee will listen to survivors, production workers, and remediation workers to understand the real-world impact on their health and financial stability.”

“Missouri has long felt the effects of nuclear weapons production, and it’s our responsibility to address the consequences head-on,” said Missouri House Speaker Dean Plocher (R-Des Peres). “This committee will provide an opportunity for voices to be heard and for us to create meaningful solutions to protect our people and environment.”

The committee’s findings will form the basis for proposed legislation in Missouri’s 2025 legislative session.

A report surfaced last year suggesting that the federal government downplayed and failed to fully investigate the risks of nuclear waste contamination that stemmed from the World War II-era Manhattan Project in St. Louis County.

The issue was recently brought to national attention when environmental investigation consultants pointed out radioactive contamination at Jana Elementary School in north St. Louis County. There are also prolonged concerns about the West Lake landfill in Bridgeton, Coldwater Creek through multiple municipalities, and a former uranium plant site in Weldon Spring.

Efforts to secure compensation for victims of radioactive contamination through U.S. Congress have gained some momentum in recent years, including a push from a local advocacy group Just Moms STL, but legislation on the matter has not passed as of September 2024.

ST. LOUIS – Missouri sex offenders are no longer required to post “No candy” warning signs outside of their homes on Halloween after a federal judge ruled part of the state’s Halloween law as unconstitutional.

Under Missouri law, specifically a state statute first enacted in 2008, registered sex offenders cannot go outside to interact with children, cannot have outside lights on, and are required to post a sign stating “no candy or treats” are available at the home on Halloween night.

Starting this Halloween, due to a federal court ruling on Wednesday, the sign requirement will no longer be enforced under Missouri law.

U.S. District Judge John Ross struck down that provision and ruled officials were “permanently enjoined statewide” from enforcing the sign requirement.

The ruling follows a legal challenge involving Hazelwood resident Thomas Sanderson and Missouri Attorney General Andrew Bailey. Sanderson filed a lawsuit last year arguing that the sign requirement violated his First Amendment free speech rights. He alleged it forced him to make a statement to which he didn’t agree.

Police arrested Thomas Sanderson just days after Halloween in 2022, noting that Sanderson had set up a large Halloween display and handed out candy to children. Sanderson is listed in the Missouri State Highway Patrol’s sex offender registry list as a Tier Level II offender.

Sanderson has been listed on the Missouri sex offender registry list since 2006, and a Tier II designation means he is required to complete a 25-year registration requirement. Missouri’s statute for Halloween laws took effect in 2008, after he was registered as a sex offender.

The lawsuit alleged that, prior to 2022, authorities informed Sanderson on two separate occasions—2008 and 2012—that the statute didn’t apply to him because his conviction came before Missouri adopted its current Halloween statute. Sanderson has held Halloween festivities every year since 2008 and never received a “written or verbal notice that the statute applied to him,” according to the original petition.

Sanderson pleaded guilty to one charge of “failure to comply with Halloween-related restrictions for sex offenders” in April 2023, according to Missouri court records.

Wednesday’s federal court ruling means that registered sex offenders in Missouri are no longer required to display a warning sign on Halloween, though must follow the other provisions about staying inside and turning off lights.

It’s unclear whether Missouri Attorney General Andrew Bailey may attempt to appeal the law. FOX 2 has requested comment from the Missouri Attorney’s General Office on the federal ruling, but we have not received a reply as of Saturday.

ST. LOUIS – The State of Missouri is now looking into a whistleblower complaint regarding fears of potential fraud in a City of St. Louis pandemic relief program.

Democratic St. Louis Rep. Steve Butz is the so-called whistleblower. He’s become so concerned with the red flags raised about the possibility of fraud with a grant program—that’s supposed to help revitalize struggling areas of north St. Louis—that he’s gone to the staff of the Missouri State Auditor.

“With this amount of smoke, we’ve got to know where the truth lies,” Butz said of the troubled program.

He said the list of grants awarding more than $33 million in federal American Rescue Plan (ARPA) funds is putting off more smoke now—it appears that even the businesses and non-profits that were denied grants got $12,500 just for applying.

“We’re going to give them all $12,500 for the trouble of having completed the grant work, which is never the way grants were ever awarded as far as I’m aware,” he said. “It certainly sounds like ‘We’ll give everybody some money, and hopefully it’ll make everybody happy.’”

A spokesman for Missouri Auditor, Scott Fitzpatrick, told FOX 2, “We have received information we are treating as an official whistleblower complaint. We are reviewing now and then will decide the next step to take.”

The review will likely include a look at things, like a life skills school getting $50,000 and a new Mississippi River Museum getting $25,000. Neither building listed in the grant applications appears to be occupied. Both have unpaid property taxes.

At the same time, the head of the Midwest Warriors youth boxing club, which currently has 68 kids and is looking to add baseball, soccer, and chess programs, was denied a grant.

“When you look at how they gave the grant money out, these organizations are getting millions of dollars, and what have they done?” Reggie Williams of the Midwest Warriors Athletic Foundation said.

He says the St. Louis Development Corporation—the City of St. Louis’s economic development arm, which is awarding the grants—is now reconsidering his application.

A spokesman for the St. Louis Mayor’s Office says the city would welcome and fully cooperate with a review of the grant program by the state auditor.

So would the SLDC. A spokeswoman for the agency provided the following statement on the state review:

“We fully understand the immense responsibility that comes with deploying such an unprecedented amount of grants, and we recognize the importance of transparency and accountability in ensuring these resources reach the businesses and communities that need them most. Restoring and maintaining public trust is absolutely critical to the success of this program, and we are committed to doing everything in our power to achieve that.”

The agency has also issued a statement regarding its own internal investigation into the program and a subsequent halt to the disbursement of grant funds, saying in part:

“SLDC is currently conducting an internal investigation to clear up any appearances of impropriety and conflicts of interest surrounding the North St. Louis Small Business & Non-Profit Grant Program. At this time, less than $2.5 million of the $33+ million in grants have been funded. Given the Comptroller’s challenges to the program and to allay the public’s concerns, no additional funds will be disbursed until our investigation is complete and SLDC compliance staff concludes their verification and confirmation process to ensure all conditional awardees are eligible under program guidelines and that all applications were scored and evaluated appropriately.

“We are working to publish a transparency portal on the NSTL Grant page of our website where portions of the applications and scorecards will be available for the public to view… the information in the transparency portal will be made available prior to releasing any additional grant funds…SLDC has until the end of 2026 to ensure that all grant funds are disbursed to qualified applicants.
