After months of dry weather, some with record-breaking heat, the first major storm of the season is expected to barrel into Stockton starting Tuesday night.

On Wednesday, chances of rain are 80%, the National Weather Service reports.

The storm will come in two batches. The first will strike over the next couple of days, followed by off-and-on showers. Then comes another significant drenching over the weekend, NWS meteorologist Sara Purdue said.

The first round could produce a half-inch to an inch of rain through Friday. The second will bring up to another inch. Showers will be sporadic into early next week, the National Weather Service predicts.

The heaviest rain in the early part of the storm will be centered closer to Sacramento, well north of Stockton, Purdue said. But over the weekend, a low-pressure system will shift and bring more widespread rain across the valley, she said.

Heavy rain and winds are expected elsewhere in Northern California.

The National Oceanic and Atmospheric Administration’s Weather Prediction Center issued excessive rainfall risks beginning Tuesday and lasting through Friday as the strongest atmospheric river — long plumes of moisture stretching far over the Pacific Ocean — that California and the Pacific Northwest has seen this season bears down on the region.

The storm system has intensified so quickly that it is considered a “bomb cyclone,” explained Richard Bann, a meteorologist with the Weather Prediction Center.

The areas that could see particularly severe rainfall will likely stretch from south of Portland, Oregon, to north of the San Francisco area, Bann said.

“Be aware of the risk of flash flooding at lower elevations and winter storms at higher elevations. This is going to be an impactful event,” he said.

What is a bomb cyclone?

Bomb cyclone is a term used by weather enthusiasts to describe a process that meteorologists usually call bombogenesis. It’s the rapid intensification of a cyclone in a short period of time, and it can happen during powerful storms.

The weather phenomenon occurs during the rapid intensification of a cyclone located between the tropics and the polar regions, according to the National Oceanic and Atmospheric Administration. It can happen when a cold air mass collides with a warm air mass, which is something that can occur over ocean waters, the agency says.

The measurement needed to determine whether a cyclone can be classified a bomb cyclone can be tricky, but it largely concerns a swift drop in pressure. Atmospheric pressure is measured in millibars by the National Weather Service. If a storm decreases 24 millibars or more in 24 hours or less, it can be considered a bomb cyclone, said Stephen Baron, a forecaster with the weather service in Gray, Maine.

“I would say rapid intensification of hurricanes is one of the more common times we see it,” Baron said. “We do see it with Nor’easters occasionally.”

The atmospheric river storm that is approaching Northern California and the Pacific Northwest intensified swiftly enough that it’s considered a bomb cyclone, the National Weather Service’s Weather Prediction Center said.

In Northern California, flood and high wind watches go into effect Tuesday, with up to 8 inches of rain predicted for parts of the San Francisco Bay Area, North Coast and Sacramento Valley.

The storm should be good news for skiers and snowboarders, though. Purdue said there’s a 20% to 60% chance it could drop up to a foot of snow in parts of the Sierra Nevada.

But a winter storm watch has been issued for the northern Sierra above 3,500 feet, where up to 15 inches of snow is possible over two days. Wind gusts could top 75 mph in mountain areas, forecasters said.

“Numerous flash floods, hazardous travel, power outages and tree damage can be expected as the storm reaches max intensity” on Wednesday, the Weather Prediction Center warned.

After a summer of record heat in Stockton, the rain could come as a welcome relief for many, especially farmers and backyard gardeners.

Since California’s water year began Oct. 1, Stockton has already recorded about a third of an inch of rain.

If this prolonged storm’s rain totals come through as predicted, Stockton could be on track for a good to better-than-average water year. Average rain totals for the 30 years through 2020 have been 1.4 inches in November, Purdue said.

The storm, known as a "bomb cyclone," is dragging an atmospheric river along with it, a plume of moisture-filled air that "will act like a massive firehose of rain at low elevations and a giant snow gun over the high country," AccuWeather reported. The rapidly intensifying storm is expected to soak the region at least through Friday and into the weekend in some areas, according to The Weather Channel.

NOAA's Weather Prediction Center issued a rare high risk excessive rainfall outlook for northwest California Thursday due to the serious threat of flooding. The heaviest rainfall will move from Northern California into southwest Oregon, drenching some areas in up to 15 inches of rain, then northward through western Oregon and Washington, according to the Weather Channel. Areas recently affected by wildfires and mountain roads could be vulnerable to mudslides and rockslides, the outlet warned.

Snow, hard freeze and heavy winds forecast

The National Weather Service has also issued winter weather alerts and a blizzard warning from the Washington Cascades to California's northern Sierra as snow levels are expected to rise throughout the week, The Weather Channel reported. Wind gusts as high as 50 mph and between 12 and 24 inches of snow are expected to accumulate at elevations higher than 3,000 feet in the Olympics, according to the weather service. The blizzard conditions combined with low-elevation flooding in the mountains are expected to cause widespread impacts to travel, according to AccuWeather.

In Stockton, a freeze warning is in effect for much of the week, the Weather Channel reports.

The hard freeze for much of the Central Valley "could kill crops, other sensitive vegetation and possibly damage unprotected outdoor plumbing," the National Weather Service in Sacramento said.

Meteorologists predicted coastal regions of Northern California, Oregon and Washington may also see gusts of up to 70 mph later Tuesday and early Wednesday that could down trees and knock out power.

"Numerous flash floods, hazardous travel, power outages, and tree damage can be expected as the storm reaches max intensity," on Wednesday, the Weather Prediction Center said on X.

When does the storm hit Oregon-Northern California?

Much of the rain and snow that will fall on the area will happen Tuesday and Wednesday, according to the National Weather Service.

The Northern Sacramento Valley, including Redding, is expected to get 6 to 8 inches of rain Tuesday through Friday, according to the National Weather Service.

The heavy rain has prompted the Weather Service to issue a flood watch for the Northern Sacramento Valley from Tuesday evening through Saturday morning.

There is a winter storm warning for the mountains and foothills of Shasta County that is in effect through Wednesday night. The National Weather Service forecasts 8 to 18 inches of snow above 4,500 feet and 4 to 8 inches above 3,000 feet.

Drivers on I-5 be prepared; carry snow chains

Mountain travel Tuesday and Wednesday will be especially challenging with the lower snow levels.

Chris Woodward, spokesman for the California Department of Transportation, said chain controls are expected to be in place at the higher elevations of Interstate 5 in Northern California.

“The most important thing motorists need to know is to be prepared, have those chains when you need to have them,” Woodward said.

Caltrans recommends drivers check their brakes, battery, windshield wipers, defroster, heater, headlights and exhaust system before traveling in the mountains.

In addition to packing chains, Woodward said drivers should have an ice scraper and shovel, flashlight, warm blankets, water, non-perishable food items and a cell phone.

Thanksgiving travel outlook

This week’s storm is expected to linger through the weekend.

Purdue of the National Weather Service in Sacramento said Monday that it’s still early to get an accurate forecast for the busy Thanksgiving week.

“Potentially, there will be a damp start — I won’t say wet start — but damp start to the beginning of next week,” she said.

AAA projects 80 million travelers will head 50 miles or more from their homes next week.

The extended holiday forecast, which includes the Tuesday (Nov. 26) before Thanksgiving and Monday (Dec. 2) afterwards, is expected to exceed pre-pandemic Thanksgiving travel levels and set a record, AAA said.

What is a bomb cyclone?

A bomb cyclone, which is created through a process known as bombogenesis, is a severe winter storm.

Essentially a "winter hurricane," a bomb cyclone occurs when a storm rapidly intensifies, and its central barometric pressure drops at least 24 millibars in 24 hours. The lower the pressure of a storm, the higher its intensity, The Weather Channel reports.

Many of the most intense winter storms to batter the country's coasts have been bomb cyclones.

SJVAPCD held public workshops to provide the methodology for community identification and prioritization and solicited community input on 2019 community nominations. This public process was used to identify Stockton as a recommended community and was approved by the SJVAPCD Board on September 19, 2019.

In 2019, Stockton was nominated by the District and selected by CARB as a monitoring community. In 2020, the District published the community air monitoring plan for the Stockton AB 617 community.

The Community Air Monitoring Plan identifies areas of interest for AB 617 monitoring such as stationary and mobile sources, monitoring site locations, sampling schedules, and types of equipment and strategies. The plan was designed to obtain detailed air pollution levels through the Community, determine areas in the community of highest risk, quantify sources of air pollution within the community, and to position the Community to develop emissions reduction strategies and monitor the effectiveness of those strategies.

CARB and the District have historically implemented air monitoring which includes regulatory monitoring in San Joaquin County. The AB 617 community air monitoring plan is specifically designed with the community steering committee input to measure and collect localized and elevated air pollution levels data. The District considered health statistics, air quality concerns from residents in multiple communities, as well as screening tools that combine environmental, health, and socio-economic information to calculate community-wide risk factors in the planning and implementation of community air monitoring. Community-level expertise through steering committee meetings and input from a broad range of stakeholders supported the District's development of this plan.

The collection of comprehensive air quality data is essential to develop emissions reduction plans and strategies. The monitoring data will be provided to CARB once available and can be downloadable on AQView where monitoring data from other AB 617 community air monitoring plans are also included.

Under AB 617, the District’s role includes the development and adoption of a community emission reduction plan, or CERP, for each selected community, in consultation with CARB, and residents, affected sources, and local governmental bodies in the affected community. The timeframe for adopting the CERP is short: the District is required by AB 617 to adopt a CERP for each selected community within one year of that community’s selection by CARB. A community emission reduction plan may include additional regulatory efforts by the District, if appropriate. However, CERPS will, at a minimum, itemize clean air projects and identify funding for those projects, including investments in replacements of fireplaces, trucks, automobiles, and other polluting equipment and vehicles with cleaner equipment. Significant funding has recently been made available for investment in community-level clean air projects, and CERPs, developed in consultation with the community steering committees, will identify where those funds will be spent.

The District published the Stockton community emissions reduction program in March of 2021 and approved by the CARB Board in July of 2021.

Community engagement is a key part of the AB 617 program. Air districts are responsible for convening a community steering committee using an open and transparent nomination process. Community steering committees create new, and foster existing, local partnerships which drive the AB 617 program. In this advisory role, community steering committees oversee the development and implementation of the program such as in community identification, community air monitoring, and community emissions reduction programs. The steering committee aims to identify metrics, track progress, solicit, and share information with the Stockton community. The current Community Steering Committee was selected representing a diverse range of community viewpoints.
